CARA Hosts Workshop to Enhance Adoption for Children with Special Needs
The Central Adoption Resource Authority (CARA) is set to hold its Third Regional Consultative Workshop for the Central Zone in Bhopal, Madhya Pradesh, on March 17, 2026. This significant event is organized in collaboration with the Government of Madhya Pradesh and local authorities. Nirmala Bhuria, the Hon’ble Minister for Women and Child Development of Madhya Pradesh, will grace the occasion as the Chief Guest, symbolizing the State Government’s dedication to enhancing child protection systems and advocating for family-based care for children, particularly those with special needs.
Focus on Non-Institutional Rehabilitation
The workshop aligns with CARA’s ongoing campaign themed “Promoting Non-Institutionalised Rehabilitation of Children with Special Needs (Divyaang Children)”. This initiative emphasizes the national resolve to ensure that every child grows up in a loving family environment, rather than in institutional care.
Wide Participation from Central Zone
Covering an extensive area, the Central Zone consists of Madhya Pradesh, Uttar Pradesh, Chhattisgarh, and Uttarakhand, making it the largest zone in terms of districts in the country. The workshop is set to welcome representatives from over 170 districts, making it one of the most expansive consultations within this campaign.
Strengthening Child Protection Efforts
The consultative workshop emphasizes CARA’s commitment to fortifying India’s adoption and child protection landscape, particularly for children with special needs. The discussions will be grounded in the Juvenile Justice (Care and Protection of Children) Act, 2015, which aims to prioritize the best interests of children through adoption and other non-institutional care avenues.

Key stakeholders from the Central Zone are expected to participate, including representatives from State Adoption Resource Agencies (SARAs), Specialised Adoption Agencies (SAAs), Child Care Institutions (CCIs), District Child Protection Units (DCPUs), Chief Medical Officers (CMOs), healthcare professionals, and child protection experts.
Thematic Discussions and Film Launch
The workshop will feature various thematic sessions focused on:
- Best practices and state-wise status regarding the adoption of children with special needs
- Success stories and evidence-based interventions
- Group discussions aimed at creating actionable recommendations
- Challenges related to medical, legal, financial, and grievances
Additionally, a special film showcasing a successful adoption story involving children with special needs will be unveiled, illustrating the profound impact of family-based care and community support.
