Cabinet Extends Jal Jeevan Mission to 2028, Allocating Rs 8.69 Lakh Crore for Enhanced Drinking Water Access
The Union Cabinet has approved an extension of the Jal Jeevan Mission (JJM) until December 2028, with a revised budget of Rs 8.69 lakh crore. This initiative aims to transition the rural drinking water program from a focus on infrastructure development to a service delivery model, termed JJM 2.0. The government’s financial support will increase significantly, reflecting a commitment to enhance drinking water governance and sustainability in rural areas.
Enhanced Financial Support and New Framework
Under the newly approved framework, the central government’s financial contribution to the Jal Jeevan Mission will rise to Rs 3.59 lakh crore, a substantial increase from the Rs 2.08 lakh crore allocated in 2019-20. This adjustment signifies an additional central share of Rs 1.51 lakh crore aimed at bolstering the mission’s objectives. The restructured mission will prioritize governance and institutional systems for drinking water, moving away from the previous infrastructure-centric approach. The government has emphasized that this shift is essential for ensuring sustainable service delivery and effective management of water resources in rural communities.
Introduction of Digital Framework and Community Engagement
A key feature of JJM 2.0 will be the introduction of a national digital framework known as “Sujalam Bharat.” This system will assign each village a unique “Sujal Gaon/Service Area ID,” which will digitally map the entire drinking water supply network from the source to household taps. Additionally, the program will launch “Jal Arpan,” which will involve Gram Panchayats (GPs) and Village Water and Sanitation Committees (VWSCs) in the commissioning and formal handover of water supply schemes. This initiative aims to enhance transparency and accountability in water management. Furthermore, a Gram Panchayat can only declare itself “Har Ghar Jal” after certifying that adequate operational and maintenance mechanisms are established within the village.
Significant Progress and Impact on Rural Communities
Since its inception in 2019, the Jal Jeevan Mission has made remarkable strides. Initially, only 3.23 crore rural households, or 17%, had access to tap water connections. As of now, over 12.56 crore additional households have gained access, bringing the total to approximately 15.80 crore out of 19.36 crore rural households, which equates to about 81.61%. Independent studies have highlighted the mission’s broader impact, with SBI Research estimating that it has liberated around 9 crore women from the burden of fetching water, enabling them to engage in other economic activities. The World Health Organization (WHO) has reported that improved water access has saved 5.5 crore hours of women’s labor daily and has significantly reduced health risks associated with waterborne diseases.
Future Goals and Alignment with National Vision
Looking ahead, the government aims to ensure that all 19.36 crore rural households have tap water connections by December 2028. The mission will focus on sustainability, community participation, and citizen-centric water services. This initiative aligns with the broader Viksit Bharat @2047 vision, which seeks to guarantee a reliable 24×7 rural drinking water supply through structural reforms and a utility-style service delivery framework. The mission will adopt a “whole-of-government” approach, involving multiple ministries and departments to ensure the long-term operation, maintenance, and sustainability of rural water supply systems.
