Cabinet approves National Green Hydrogen Mission

Under the leadership of the Hon’ble Prime Minister Shri Narendra Modi, the Union Cabinet has approved the National Green Hydrogen Mission.  Mission expenditures will total Rs.19,744 crore, including Rs.17,490 crore for the SIGHT program, Rs.1,466 crore for pilot projects, Rs.400 crore for R&D, and Rs.388 crore for other components.  MNRE will formulate the scheme guidelines for the implementation of the respective components.

The Mission will result in the following likely outcomes by 2030:

  • Green hydrogen production capacity of at least 5 MMT (Million Metric Tonnes) per year with 125 GW of associated renewable energy capacity addition

  • Over Rs. Eight lakh crore in total investments

  • Over six lakh jobs are created

  • The cumulative reduction in fossil fuel imports is over Rs. One lakh crore

  • Nearly 50 MMT of greenhouse gas emissions are reduced annually

As a result of the Mission, export opportunities for Green Hydrogen and its derivatives will be created; the industrial, mobility, and energy sectors will be decarbonized; dependence on imported fossil fuels and feedstock will be reduced; indigenous manufacturing capabilities will be developed; employment opportunities will be created; and cutting-edge technologies will be developed.  A total of 125 GW of renewable energy capacity is expected to be added to India’s renewable energy capacity by 2020 as a result of the production of Green Hydrogen.  By 2030, over Rs. 8 lakh crore of investments are expected to be made and over 6 lakh jobs created.  Averting nearly 50 MMT of CO2 emissions per year is expected by 2030.

As part of the Mission, Green Hydrogen will be created, produced, utilized, and exported.  Strategic Interventions for Green Hydrogen Transition Programme (SIGHT) will provide two financial incentives – targeting domestic manufacturing of electrolyzers and the production of Green Hydrogen.  Furthermore, the Mission will support pilot projects in emerging end-use sectors and production pathways.  As part of the Green Hydrogen Hub initiative, regions that are capable of producing and/or utilizing hydrogen on a large scale will be identified and developed.

An enabling policy framework will be developed to support the establishment of the Green Hydrogen ecosystem.   A robust Standards and Regulations framework will be also developed.  Furthermore, the Mission will facilitate a public-private partnership framework for R&D (Strategic Hydrogen Innovation Partnership – SHIP); R&D projects will be goal-oriented, time-bound, and scaled up appropriate for global competition.  The Mission will also implement a coordinated skill development program.

For the Mission objectives to be achieved successfully, all ministries, departments, agencies, and institutions of the Central and State Governments will coordinate and focus their efforts.  The Mission will be coordinated and implemented by the Ministry of New & Renewable Energy.
