Budget 2026: Reasons Behind the Shift of Budget Presentation to February 1

Finance Minister Nirmala Sitharaman is set to unveil the Union Budget for 2026 on February 1, marking her ninth consecutive presentation. This budget will be the second full budget of the Modi 3.0 government, following the first full budget delivered in 2025. The shift of the budget presentation date to February 1, initiated in 2017, aims to facilitate quicker implementation. The upcoming budget is anticipated to focus on sustaining economic growth while providing relief to the middle class, which is currently facing high taxes and rising living costs.

Historical Context of India’s Budget Presentations

India’s journey with its Union Budget began on November 26, 1947, when the first budget was presented by R.K. Shanmukham Chetty, the country’s inaugural finance minister. For many years, the budget was traditionally presented at 5 PM on the last working day of February, a practice rooted in colonial times that aligned with UK working hours. This timing ensured that the budget reached London during business hours, given India’s time zone was ahead of British Summer Time.

In 1999, a significant change occurred when then Finance Minister Yashwant Sinha moved the budget presentation to 11 AM, a convention that remains in place today. This shift aimed to enhance the efficiency of the budget process. In 2017, the government further advanced the budget date from February 28 to February 1. This change was made to expedite parliamentary approval and ensure that the budget could be implemented from the start of the financial year on April 1, avoiding delays that had previously pushed implementation to May or June.

Notable Records in Budget Presentations

Morarji Desai holds the record for the most Union Budgets presented in India, with a total of ten budgets delivered during his tenure from 1959 to 1964 and again from 1967 to 1969. Following him, P. Chidambaram presented nine budgets, starting in 1996 and continuing through various terms under the United Front and Congress-led UPA governments. Pranab Mukherjee also made his mark by delivering eight budgets across multiple tenures, including five consecutive budgets from 2009 to 2012.

Nirmala Sitharaman, with her upcoming presentation, is on track to become the only finance minister to deliver nine consecutive budgets under a single prime minister. Her tenure has been marked by significant milestones, including the longest budget speech on February 1, 2020, which lasted 2 hours and 40 minutes, leaving two pages unread by the end. In contrast, the shortest budget speech was delivered by Hirubhai Mulljibhai Patel in 1977, consisting of just 800 words.

Anticipations for Budget 2026

As the date for Budget 2026 approaches, expectations are high regarding its content and implications for the Indian economy. The budget is expected to address the ongoing challenges faced by the middle class, including high taxation and rising living costs. The government aims to sustain economic momentum while providing necessary relief to households struggling with tightening finances.

The Modi 3.0 government is keen on ensuring that the budget not only reflects the current economic landscape but also sets the stage for future growth. With the backdrop of previous budgets and their impacts, stakeholders from various sectors are closely monitoring the developments leading up to the presentation. The upcoming budget will be a crucial indicator of the government’s priorities and its approach to economic management in the coming fiscal year.
