BSNL’s Future Focus: Mobile Growth and Revenue Boost Targeted

In a significant meeting held in New Delhi, Union Minister of Communications, Shri Jyotiraditya M. Scindia, led the Quarter 3 (2025–26) Strategic Review and Planning Meeting for Bharat Sanchar Nigam Limited (BSNL). Attendees included Minister of State for Rural Development and Communications, Dr. Chandra Sekhar Pemmasani, various senior officials from the Department of Telecommunications, and the BSNL Board of Directors, all converging to assess BSNL’s performance and set future directions.

At Vigyan Bhawan, the discussions revolved around a thorough review of BSNL’s performance in the third quarter, including critical key performance indicators (QoS). Minister Scindia highlighted the imperative to expand BSNL’s mobile customer base and average revenue per user (ARPU). The meeting strategically focused on enhancing service quality and achieving revenue targets.

Assessing Performance and Identifying Best Practices

The reviewers conducted extensive, circle-wise evaluations of BSNL’s revenue accomplishments across all service sectors. Each circle’s performance was scrutinized, emphasizing the identification of successful practices while addressing gaps to ensure continued revenue growth. Special attention was directed towards boosting the mobile customer base and reinforcing BSNL’s presence in the competitive mobile market.

Minister Scindia commended certain circles for their impressive growth in mobile customer numbers while urging those lagging behind to improve their service offerings. The meeting also reported a quarter-on-quarter improvement in mobile ARPU, with calls for proactive measures in circles showing stagnation.

Quality of Service as a Priority

The Union Minister reviewed crucial Quality of Service parameters, focusing on mobile network reliability and Mean Time to Repair (MTTR). Leading circles such as Kerala, Tamil Nadu, and Punjab demonstrated notable improvements in MTTR, illustrating effective operational practices. Directions were issued to enhance network reliability, minimize downtime, and resolve faults promptly, with the aim of elevating customer satisfaction.

Acknowledging Success and Planning Ahead

In the Enterprise Business segment, Minister Scindia congratulated five standout circles—Karnataka, Odisha, Gujarat, Haryana, and UP (West)—for their outstanding achievements in acquiring and growing enterprise clientele. Participants also discussed specific plans for the fourth quarter to secure revenue goals, stressing the importance of persistent customer acquisition efforts and continuous QoS enhancements.
