Atal Innovation Mission: A New Era for India’s Innovation Ecosystem
The Union Cabinet, led by Prime Minister Narendra Modi, has recently approved the continuation of the Atal Innovation Mission (AIM) under NITI Aayog. This flagship initiative will receive an enhanced budget of ₹2,750 crore, extending its operations until March 31, 2028. AIM 2.0 aims to bolster India’s innovation and entrepreneurship landscape, marking a significant step towards a more developed and self-reliant nation, or “Viksit Bharat.”
The government’s commitment to fostering a robust innovation ecosystem is evident. India currently ranks 39th on the Global Innovation Index and boasts the world’s third-largest startup ecosystem. The next phase of AIM is expected to enhance India’s global competitiveness, creating better jobs and innovative products across various sectors.
AIM 2.0: Building on Past Successes
AIM 2.0 builds on the successes of its predecessor, AIM 1.0, which introduced initiatives like Atal Tinkering Labs (ATL) and Atal Incubation Centers (AIC). While AIM 1.0 focused on establishing foundational infrastructure, AIM 2.0 aims for a qualitative shift. It will pilot new initiatives to address existing gaps in the ecosystem and scale successful models through collaboration with central and state governments, industry, academia, and local communities.
The new phase is designed to strengthen India’s innovation ecosystem in three key ways: increasing input by attracting more innovators and entrepreneurs, improving the success rate of startups, and enhancing the quality of output, which includes better jobs, products, and services. This comprehensive approach is expected to create a more vibrant and sustainable innovation landscape.
Key Programs Under AIM 2.0
AIM 2.0 introduces several targeted programs to enhance the innovation ecosystem. Two programs focus on increasing input. The Language Inclusive Program of Innovation (LIPI) aims to build innovation ecosystems in India’s 22 scheduled languages. This initiative will lower barriers for innovators and entrepreneurs who do not speak English. Additionally, 30 Vernacular Innovation Centers will be established within existing incubators.
The Frontier Program will create customized templates for innovation ecosystems in regions like Jammu and Kashmir, Ladakh, and the North Eastern states. This program aims to address the unique challenges faced by these areas, where 15% of India’s population resides. As part of this initiative, 2,500 new ATLs will be developed to facilitate template creation.
Enhancing Startup Success and Quality of Output
AIM 2.0 also emphasizes improving the success rate of startups through four key programs. The Human Capital Development Program will create a system to produce professionals who can manage and maintain India’s innovation ecosystem. The pilot aims to train 5,500 such professionals.
The Deeptech Reactor will serve as a research sandbox for testing commercialization strategies for deep tech startups, which often require longer timelines and deeper investments. Additionally, the State Innovation Mission (SIM) will assist states and Union Territories in building strong innovation ecosystems tailored to their strengths.
To improve the quality of output, two significant programs will be launched. The Industrial Accelerator program will foster industry involvement in scaling advanced startups, creating at least ten industry accelerators in critical sectors through public-private partnerships. The Atal Sectoral Innovation Launchpads (ASIL) program will establish platforms within central ministries to integrate and procure from startups in key industries.
