Urgent Call to Combat Substance Abuse Crisis
On February 26, 2025, a significant gathering took place to address the escalating substance abuse crisis in the Eastern Mediterranean region. The meeting highlighted alarming statistics, revealing that drug use has surged, with 6.7% of the population affected. The World Health Organization (WHO) Regional Director emphasized the urgent need for collective action to tackle this growing epidemic, which is tearing families apart and threatening community health.
Staggering Statistics on Substance Use
The Eastern Mediterranean region is grappling with one of the highest rates of substance use globally. Recent data indicates that approximately 3.4 million individuals in the area suffer from drug use disorders, marking a more than twofold increase over the past two decades. The region experiences over 31,000 deaths annually linked to substance use disorders, with only 1 in 13 individuals receiving adequate treatment. This stark reality underscores the urgent need for comprehensive strategies to address addiction, which is recognized as a chronic disease requiring ongoing care.
Moreover, the health implications of substance use extend beyond addiction. Many individuals with drug use disorders also face severe health challenges, including mental health issues, hepatitis, tuberculosis, and cardiovascular diseases. Alarmingly, nearly 20% of drug users in the region are living with HIV, and over half are affected by hepatitis C. These interconnected health crises highlight the pressing need for a multifaceted approach to substance use and its associated health risks.
A Call for Collective Action
In her address, the WHO Regional Director called for a united effort to combat substance use, emphasizing that health for all cannot be achieved without addressing the needs of the most vulnerable populations. She outlined a vision for reducing the morbidity, mortality, and social costs associated with substance use in the Eastern Mediterranean. The Director stressed the importance of prevention, improved treatment access, and enhanced data monitoring to drive effective interventions.
The proposed strategy focuses on five key areas: prioritizing treatment over criminalization, implementing evidence-based public health interventions, fostering cooperation among various stakeholders, adhering to international treatment standards, and ensuring reliable data collection. By addressing these critical areas, the initiative aims to create a supportive environment for individuals struggling with substance use disorders and promote healthier communities.
Engaging Stakeholders for Change
The WHO Regional Flagship Initiative on Substance Use seeks to mobilize countries and development partners to enhance public health actions across the region. The Director emphasized the importance of collaboration among public, private, and civil society stakeholders, supported by UN agencies. By bringing together experts and sharing best practices, the initiative aims to develop effective guidelines and tools for action.
However, the Director stressed that real change can only occur through the active involvement of local leaders and communities. She urged stakeholders to dismantle barriers to treatment, such as stigma and criminalization, and to engage in policy reforms that promote prevention, mental health, and recovery services. The ongoing policy dialogue convened by the National Rehabilitation Centre in Abu Dhabi aims to forge a consensus on implementing the regional flagship initiative, informed by real-world experiences and evidence-based practices.
As the meeting progresses over the next three days, participants are encouraged to commit to a collective vision of health for all, particularly for the most vulnerable populations affected by substance use disorders.
