E-attendance in Mahatma Gandhi National Rural Employment Guarantee Scheme

To ensure greater transparency in the implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) in the States/UTs, attendance capture with two geotagged photographs of workers in one day through the National Mobile Monitoring System (NMMS) App for all works (except for individual beneficiary works) was made mandatory from 1st January 2023.

This increases citizens’ oversight of the scheme as well as allowing for faster processing of payments. Site supervisors are responsible for capturing attendance along with geolocated photographs of workers via the NMMS app.

Technical issues addressed in the NMMS app are addressed in real-time by the National Informatics Center (NIC), Rural Development. The new provisions/suggestions requested by the States/UTs are being implemented.

The NMMS app has been modified to capture the second photograph just 4 hours after uploading the entry and the first photograph. The morning presence together with the first and second photo can be captured in offline mode and uploaded once the device enters the network. In the event of exceptional circumstances where attendance could not be uploaded, the District Program Coordinator (DPC) was authorized to upload manual attendance.

The Ministry also organized hands-on workshops at regular intervals to support States/UTs. Training was delivered by the Ministry whenever required by States/UTs to keep current with the use of the NMMS app.
