India Expands Piped Natural Gas Network for Clean Energy
India is making significant strides towards cleaner household energy with an expanded Piped Natural Gas (PNG) network. This initiative forms an essential part of the nation’s efforts to improve energy security and transition to environmentally friendly fuels. The City Gas Distribution (CGD) network, which consists of pipelines and related infrastructure, provides PNG to homes, commercial businesses, and industrial facilities. Currently, authorized entities under the Petroleum and Natural Gas Regulatory Board (PNGRB) are developing this network across 309 Geographical Areas (GAs) nationwide, boasting approximately 1.74 crore domestic PNG connections as of August 18, 2026.
To further enhance PNG accessibility, the government launched the Incentive Scheme for Promotion of Domestic PNG Connections on August 18, 2026, which went into effect on September 1, 2026. The scheme aims to boost the number of active domestic PNG connections, ensuring that households enjoy safe, clean, and cost-effective cooking gas through a piped supply.
Introducing the Incentive Scheme
This initiative attracts CGD entities by providing incentives for converting unbilled connections into billed ones and expanding the PNG network into new regions. The incentive structure includes a required minimum number of connections for each geographical area during a defined performance period. Entities that go beyond the threshold for adding billed domestic connections will gain an additional allocation of 200 Standard Cubic Metres (SCM) of domestically produced Administered Price Mechanism (APM) gas, which is cheaper than the current Liquefied Natural Gas (LNG) that many CGD units utilize.
By substituting LNG with APM gas, the overall cost of sourcing gas for CGD entities is expected to decrease significantly. This shift could reduce the payback period for capital expenditures on domestic connections from about ten years to an estimated three years, offering a strong financial incentive for faster home connections.

Piped Natural Gas brings numerous benefits to households, making it an attractive option for many consumers:
- Safe and secure: PNG flows through underground pipelines at low pressure, eliminating the need to store or manually handle gas cylinders. In the unlikely event of a leak, the gas disperses quickly.
- Convenience: Households enjoy a continuous supply without the hassles of cylinder bookings, storage, or replacements. Bills are generated based on actual usage, similar to electricity or water.
- Cost-effective: Households only pay for the gas they use, often making PNG cheaper than LPG on a per-unit energy basis, ultimately resulting in lower monthly costs.
- Eco-friendly: PNG burns cleaner than traditional fuels, contributing to improved indoor air quality and lower carbon emissions, promoting a healthier environment.
- Reliable supply: With pipelines in place, households experience uninterrupted gas supply, particularly benefiting urban residents and those living in high-rise buildings.
Support Measures for PNG Expansion
The PNG expansion initiative is backed by several measures aimed at streamlining approval processes, rationalizing tax structures, and facilitating infrastructure development. Notable actions include:
- Accelerated Approval Framework: This initiative aims to expedite regulatory approvals for pipeline installations, with priority processing established for applications related to laying pipelines.
- Reduced VAT: States are encouraged to lower the Value Added Tax on natural gas to 5%, making PNG more affordable for consumers.
- National PNG Drive 2.0: Conducted from January 1 to June 30, 2026, this nationwide effort focused on accelerating domestic PNG connections across geographical areas.
- Unified PNG registration portal: A digital platform is in development to enable users to apply for and track new connections easily.
As the Incentive Scheme begins to take effect, it aligns the interests of gas companies with the nationwide goal of cleaner cooking fuel, paving the way for broader access to PNG. With ongoing pipeline expansion, reliance on cylinder delivery will diminish, making piped gas a staple of everyday life in India.
