Government Moves to Streamline No Objection Certificate Process
Union Minister of Civil Aviation Shri Kinjarapu Rammohan Naidu convened a meeting with senior officials from the Ministry of Civil Aviation and the Airports Authority of India (AAI) to enhance the Ease of Doing Business within the civil aviation industry. A key focus was on simplifying and streamlining the issuance process for No Objection Certificates (NOCs), which are critical for various stakeholders in the sector.
During the discussions, Shri Rammohan Naidu highlighted the necessity of making the NOC process more user-friendly, transparent, automated, and efficient, with reduced manual intervention. These proposed reforms aim to support the general public, builders, industries, and societies while still meeting essential aviation safety regulations.
Enhancing Transparency and Efficiency
One significant point of discussion was providing applicants with the permissible heights for buildings early in the process, particularly in major metropolitan areas such as Delhi, Mumbai, and Hyderabad. This proactive approach allows stakeholders to make informed decisions regarding their building developments in accordance with local height regulations.
Officials also reviewed the approval process related to Aeronautical Studies, aiming to simplify and speed up the necessary approvals. The meeting analyzed ways to reduce the need for physical site verifications during initial stages and to streamline the documentation process for Building Development Plans.
Decentralizing NOC Issuance
The current geographical scope of the No Objection Certificate Application System (NOCAS) was also examined. At present, the system covers locations within 20 kilometers for Visual Flight Rules (VFR) and 56 kilometers for Instrument Flight Rules (IFR) operations. The group considered the possibility of allowing NOCs to be issued at the Urban Local Body (ULB) level, which would lessen the burden on individuals and industries needing to approach AAI directly.
Shri Rammohan Naidu instructed officials to investigate and implement measures to simplify, automate, and decentralize the NOC process within a strict timeline of 15 days. The overarching aim of these reforms is to ensure that clearance for proposals is handled swiftly and transparently. Relevant data and permissible height information will be made publicly accessible, thereby enhancing trust and efficiency in the system.

The Minister reiterated that a more straightforward and transparent NOC framework is vital for the timely execution of significant infrastructure projects. This will not only stimulate economic activity and investment but also contribute to job creation and overall GDP growth.
