India Unveils E-Samudra to Transform Maritime Governance

India has made a significant leap towards digitizing its maritime governance with the introduction of E-Samudra, an all-encompassing digital platform aimed at streamlining services for seafarers, shipping companies, ports, and various maritime stakeholders. This initiative was unveiled during a national stakeholder conference focusing on seafarer security, safety, and welfare in Mumbai, led by Sarbananda Sonowal, the Union Minister for Ports, Shipping and Waterways.

The event, organized by the Directorate General of Maritime Administration (DGMA), not only marked the inauguration of E-Samudra but also introduced several reforms designed to enhance the welfare and service delivery for seafarers. These initiatives include the launch of the e-NAVIK 24×7 grievance redressal system, plans for a Seafarer Tracking Dashboard, the Digital Seafarers Employment Agreement (d-SEA), and improved welfare measures through the Seafarers Welfare Fund Society (SWFS).

During his address, Sonowal emphasized the Indian government’s commitment to placing seafarers at the heart of its long-term growth strategy under the guidance of Prime Minister Narendra Modi. “Our goal is clear: every Indian seafarer deserves to work in an environment that ensures safety, respect, and support. As we strengthen India’s global maritime position, we must guarantee that those who fuel this progress do so with dignity,” Sonowal stated.

The minister highlighted India’s burgeoning maritime strength, noting that the country is now the second-largest supplier of seafarers globally, with aspirations to top the list soon. He also pointed out India’s emergence as the leading destination for ship recycling and its aims to rank among the world’s top five shipbuilding nations.

Sonowal characterized E-Samudra not just as a technological advancement but as a pivotal step in making maritime governance more transparent and user-friendly. He remarked, “E-Samudra is designed to enhance the lives of those it serves, ensuring ease of living for seafarers and facilitating business operations within the maritime sector.”

The Secretary of MoPSW, Vijay Kumar, elaborated on the pillars supporting India’s maritime policy, centering around the Merchant Shipping Act, 2025, which acknowledges seafarers as Key Workers. Kumar stressed the importance of predictability, transparency, and timeliness in maritime processes, stating that E-Samudra would provide an integrated digital platform featuring real-time tracking and online payments.

Currently, India’s active seafarer workforce has expanded dramatically, rising from approximately 103,000 in 2013 to over 323,000 in 2025. This growth underscores the pressing need for enhanced digital services and welfare within the maritime industry.

DGMA Director General Shyam Jagannathan stated that E-Samudra signifies a revolutionary shift from traditional office-based maritime administration to a fully integrated digital ecosystem. He affirmed that this initiative will make accessing government services as seamless for seafarers at sea as it is for those onshore.

The gathering also spotlighted the DGMA’s proactive measures in response to geopolitical issues affecting global shipping. Recent data revealed that over 16,000 calls were monitored and more than 4,000 stranded Indian seafarers were safely repatriated through combined efforts with governmental and maritime partners.

Moreover, initiatives such as Sagar Mein Yog and Sagar Mein Samman were highlighted, promoting the physical and mental well-being of seafarers and enhancing opportunities for women in the maritime field. Increased participation of women seafarers indicates a positive trend toward inclusivity in this sector.

Throughout the program, Sonowal engaged with maritime representatives, addressing critical topics such as recruitment, welfare, and regulatory compliance. He encouraged the next generation of seafarers to embody professionalism and a commitment to continuous learning, reaffirming the government’s ongoing support.

The launch of E-Samudra signals a crucial milestone in advancing India’s maritime governance, enhancing service delivery, reducing regulatory burdens, and fortifying the nation’s positioning as a premier maritime power on the global stage.
