SECL Leads India in Sustainable Mine Closure Initiatives
South Eastern Coalfields Limited (SECL) has positioned itself as a pioneer in scientific mine closure in India, achieving the successful closure of 28 abandoned mines. This accomplishment represents the highest number of scientifically closed mines among all subsidiaries of Coal India. With a remarkable 67% of the country’s total abandoned mines undergoing scientific closure through its initiatives, SECL has set a record by closing 25 mines during the fiscal year 2025-26 alone.
At SECL, the process of mine closure is viewed as a crucial phase within the mining lifecycle, rather than merely the end of mining operations. Upon the completion of coal extraction, the company shifts its focus toward securing the mining sites, restoring landscapes, and repurposing lands for future productive use through scientific reclamation techniques.
Future Plans for Mine Closure
Out of 54 identified abandoned mines targeted for scientific closure, SECL has successfully closed three mines in FY 2024-25 and is set to close an additional 11 mines in FY 2026-27, with plans to finalize the closure of the remaining 15 mines in FY 2027-28.
Local Engagement and Safety Initiatives
To enhance planning and facilitate stakeholder involvement, District Mine Closure Advisory Committees (DMCACs) have been established in all 10 operational districts across Chhattisgarh and Madhya Pradesh. The scientific closure process includes securing mining areas through permanent sealing of underground openings, demolishing unnecessary infrastructure, treating subsidence areas, and undertaking ecological restoration efforts.
SECL’s unique approach focuses on the productive reuse of reclaimed land to support various initiatives, including renewable energy projects. Currently, the company is engaged in eight mine repurposing projects that include solar power installations and ecological parks.
Renewable Energy and Community Development
Among its successful projects is the Kenapara Eco Park, constructed on reclaimed mine land in Bishrampur. In addition, a 5 MW solar power initiative at Vivek Nagar UG, along with two 20 MW solar plants at Bhatgaon and Bishrampur, are underway. A 40 MW solar project is being developed at Pinoura UG, while a 55 MW project has been planned at Jamuna UG and Govinda UG, extending the potential of reclaimed areas for clean energy generation.
Social Impact and Environmental Restoration
In terms of community benefits, various scientifically closed sites have been transformed into public infrastructure, such as schools, parks, and health centers. Notably, at Chachai UG, efforts have resulted in the planting of nearly 35,000 saplings, while other sites have seen dense reforestation initiatives.
To foster sustainable livelihoods, SECL is promoting the productive usage of reclaimed lands and mine water bodies, launching pisciculture projects aimed at yielding 25 tonnes of fish annually and generating income opportunities for local families.

SECL Chairman-cum-Managing Director Harish Duhan emphasized that scientific mine closure exemplifies responsible mining and the company’s dedication to sustainability. He stated, “At SECL, mine closure is not the end of mining but the beginning of a new chapter. Our aim is to restore the land, safeguard the environment, and transform reclaimed areas into productive assets that benefit local communities and contribute to clean energy production.”
