Education Sector Requires Increased Investment and Reduced Regulations, Says Noel Tata
BENGALURU: Noel Tata, chairman of Tata Trusts, criticized the restrictions on for-profit education in India, stating that they hinder investment in a sector that desperately needs more quality colleges and universities. Speaking at an alumni meet at IIM Bangalore, Tata highlighted that only a small percentage of students gain admission to the country’s top institutions, leading many high-achieving students to seek higher education abroad. He emphasized the financial burden this places on families, noting, “We spend an atrocious amount of money every year sending kids to the US and Europe.”
Tata called for the establishment of world-class educational institutions in India to retain students and provide them with quality education and career opportunities. He expressed disappointment over legal restrictions that prevent educational institutions from being for-profit, arguing that this discourages investment in the education sector. “I think it’s preventing a lot of money from coming into education, into building the education system,” he said.
In addition to education, Tata Trusts is focusing on healthcare. Tata announced plans to build 40 to 50 general hospitals across India, with three locations already identified. He stated, “We’re now looking to see if we can build 40 or 50 general-purpose hospitals across India.” These hospitals will operate on a not-for-profit basis, aiming to work within the funding available under government health insurance schemes.
The proposed hospitals will implement a cross-subsidy model, where 20-30% of rooms will be charged at commercial rates to help subsidize treatment for other patients. Tata assured that all patients would receive the same quality of care, including access to doctors, medicines, and operating theatres, while those paying higher rates would benefit from private rooms and additional facilities for their families. He also stressed the need for more rigorous measurement of philanthropic impact, questioning vague claims about projects that have “touched” thousands of lives without clear evidence of change.
