India Launches ‘Samudra Manthan’ to Unlock Offshore Energy Potential

The Union Cabinet, led by Prime Minister Shri Narendra Modi, has formally approved ‘Samudra Manthan’—a groundbreaking National Offshore Exploration Scheme. With a budget allocation of Rs. 84,084 crore aimed at implementation through FY 2030-31, this initiative seeks to fully harness India’s extensive offshore energy resources.

Announced as part of the Prime Minister’s vision on Independence Day 2025, the scheme signifies a major advancement in India’s energy strategy. It aims to enhance energy security, boost exploration and production capabilities, and promote technological advancements as part of the broader goal of achieving a developed India.

Comprehensive Approach to Offshore Exploration

Samudra Manthan integrates a wide array of efforts throughout the offshore exploration process. Key components include extensive acquisition, processing, and interpretation of high-quality seismic data, as well as rapid exploratory drilling in deepwater and ultra-deepwater zones. Additionally, the scheme emphasizes the development of essential offshore production and evacuation infrastructure, alongside the establishment of a dedicated Oil & Gas Manufacturing and Services Zone.

Moreover, the scheme includes plans for digital programme management, capacity building, technology adoption, and global outreach, together creating a robust ecosystem that can significantly accelerate offshore exploration and production in India.

Anticipated Economic Impact

With the potential to increase oil reserves by over 600 Million Metric Tons of Oil Equivalent (MMTOE), Samudra Manthan is set to invigorate offshore exploration activities and foster domestic oil and gas production. The initiative is projected to generate substantial employment opportunities, bolster indigenous manufacturing under the Make in India and Atmanirbhar Bharat campaigns, and develop a competitive landscape for offshore technology and services.

Additionally, the scheme is expected to attract significant investments across the entire exploration and production chain, creating long-lasting prospects for industry growth, innovation, and economic prosperity.
