India Introduces Model Guidelines for Retirement Homes
The Government of India has launched **Model Guidelines for the Development and Regulation of Retirement Homes**, aimed at ensuring safe, accessible, and dignified living arrangements for senior citizens. This initiative provides a comprehensive framework to establish, operate, and regulate retirement homes across States and Union Territories, urging them to enhance their regulatory standards for the welfare of elderly residents.
This announcement was made by **Minister of State for Social Justice and Empowerment, Shri B. L. Verma**, during a session in the Rajya Sabha, in response to a question posed by Shri Neerja Dangi. The Minister clarified that while ‘Land’ and ‘Colonization’ fall under state jurisdiction, the growing demand for quality residential options for the elderly necessitated a central initiative. The newly introduced Model Guidelines serve as a reference point for states and territories to formulate robust policies and regulations concerning retirement facilities.
Comprehensive Standards for Retirement Homes
Shri Verma elaborated that the Model Guidelines outline essential standards aimed at creating a living environment tailored to the needs of senior citizens. These standards include the installation of wheelchair-accessible ramps and lifts, spacious corridors equipped with handrails, continuous water supply, reliable power backup, accessible ambulance services, and in-apartment emergency alarm systems. The guidelines strive to foster safe and independent living conditions for elderly residents.
Regulatory Compliance through RERA
Moreover, the Minister indicated that retirement homes fall under the Real Estate (Regulation and Development) Act, 2016 (RERA). This means that these establishments must adhere to transparency, accountability, and consumer protection measures similar to other real estate developments. This regulatory framework is intended to enhance confidence among senior citizens and their families regarding the quality and safety of retirement homes.
