CCI Hits HP India with ₹126.87 Crore Fine for Cartel Practices
The Competition Commission of India (CCI) has dealt a significant blow to HP India and several of its resellers, imposing a hefty penalty for engaging in anti-competitive behavior related to personal system products. In a ruling issued on July 13, 2026, CCI ordered HP India to pay ₹126.87 crores and its five associated resellers to pay a combined total of around ₹1.22 crores.
This decision stems from a complaint filed by HP India itself, alleging cartelization among its resellers. The CCI, under Section 27 of the Competition Act, 2002, found substantial evidence indicating that HP India influenced bid pricing directed to resellers and manipulated their participation in GeM tenders by withholding authorization. Such conduct violates Sections 3(3)(d) and 3(1) of the Act.
The five resellers involved in this case—Delphi Infosolutions, Digitech Computers, Orbit Techsol, Hind Technocare, and Krishna Computers—were also found to be colluding with HP India, engaging in actions contrary to competitive practices as outlined in the same sections of the Act. Furthermore, officials from both HP India and its resellers were held accountable under Section 48 of the Act, leading to additional penalties against them.
