West Bengal Legislators Set for Orientation Programme in Kolkata

On July 3, 2026, Kolkata will host a two-day Orientation Programme for the newly elected members of the West Bengal Legislative Assembly. Lok Sabha Speaker Shri Om Birla is set to inaugurate the event, which aims to enhance the understanding of legislative procedures among the new legislators.

Several prominent figures will grace the inaugural session. Participating dignitaries include West Bengal Chief Minister Shri Suvendu Adhikari, Union Minister of Parliamentary Affairs and Minority Affairs Shri Kiren Rijiju, and Deputy Chairperson of the Rajya Sabha Shri Harivansh. The session will also be attended by Leader of Opposition in the West Bengal Legislative Assembly, Shri Ritabrata Banerjee, among others. Shri Rathindra Bose, Speaker of the West Bengal Legislative Assembly, will deliver the welcome address, while Minister of Parliamentary Affairs Dr. Shankar Ghosh will conclude the session with a Vote of Thanks.

Focus on Legislative Effectiveness and Ethics

The Orientation Programme is structured around a series of technical sessions designed to cover crucial aspects of legislative work. Topics will include ‘How to be an Effective Legislator,’ ‘Customs, Conventions and Etiquettes for Members,’ and ‘Executive Accountability through Questions and Other Procedural Devices in Legislatures.’ Additionally, sessions will explore the ‘Committee System in the Indian Parliament,’ and the processes involved in ‘Financial Business and Budgetary Process in Parliament.’

Prominent Presiding Officers from various State Legislatures, Members of Parliament, constitutional experts, and senior parliamentary practitioners will lead the discussions during these sessions. The programme serves as a platform for exchanging ideas and best practices, aimed at fostering a deeper understanding of parliamentary institutions and democratic governance among participants.

Concluding Ceremony with Esteemed Dignitaries

The programme will wrap up on July 4, 2026, with a valedictory address by West Bengal Governor Shri R.N. Ravi, to be held in the historic Chamber of the West Bengal Legislative Assembly. Notable attendees during this session will include Lok Sabha Speaker Shri Om Birla, Haryana Governor Prof. Ashim Kumar Ghosh, Deputy Chairman of the Rajya Sabha Shri Harivansh, and Speaker Shri Rathindra Bose.

This significant event is organized by the Parliamentary Research and Training Institute for Democracies (PRIDE), in collaboration with the West Bengal Legislative Assembly. Its primary goal is to familiarize newly elected members with essential aspects of parliamentary functioning, financial oversight, and emerging digital initiatives in legislatures, creating opportunities for valuable interactions among legislators, Presiding Officers, and parliamentary experts.
