ADB Unveils $70 Billion Connectivity Initiative to Enhance Asia’s Power and Digital Networks by 2035

The Asian Development Bank (ADB) has unveiled a significant $70 billion investment strategy aimed at enhancing electricity connectivity and digital infrastructure across Asia and the Pacific by 2035. This ambitious plan includes two major initiatives: a $50 billion Pan-Asia Power Grid Initiative and a $20 billion Asia-Pacific Digital Highway. ADB President Masato Kanda emphasized that reliable power and digital connectivity are crucial for the region’s future growth, aiming to lower costs and expand opportunities for millions.

Pan-Asia Power Grid Initiative

The Pan-Asia Power Grid Initiative is designed to bolster cross-border electricity infrastructure, including the development of transmission corridors, substations, storage facilities, and modernization of existing grids. ADB aims to integrate nearly 20 gigawatts of renewable energy capacity into the grid, which will involve the construction of approximately 22,000 circuit-kilometers of transmission lines. This initiative is expected to enhance electricity access for around 200 million people by 2035, while also generating an estimated 840,000 jobs. Furthermore, it aims to reduce emissions from the region’s power sector by 15 percent. ADB plans to finance nearly half of the required investment directly, with the remainder expected to come from co-financing and partnerships. This initiative builds upon existing frameworks like the ASEAN power grid and the Central Asia Regional Economic Cooperation energy plans, marking a significant shift towards integrated cross-border power trade.

Asia-Pacific Digital Highway

The Asia-Pacific Digital Highway initiative focuses on improving digital connectivity across the region. This $20 billion program will invest in fiber optic systems, satellite connectivity, data centers, and policy reforms aimed at enhancing digital skills. ADB’s goal is to provide first-time broadband access to 200 million people and improve service quality for an additional 450 million by 2035. The initiative is projected to reduce connectivity costs in remote areas by approximately 40 percent and create nearly 4 million jobs. ADB anticipates contributing $15 billion to this program, with plans to mobilize the remaining $5 billion through partnerships, including private sector involvement. Additionally, a new AI innovation and development center will be established in Seoul, supported by the South Korean government, to promote responsible AI adoption and train around 3 million individuals in digital and AI-related skills.

Economic Impact and Regional Challenges

During the announcement, ADB President Masato Kanda addressed the ongoing economic challenges stemming from the conflict in the Middle East. He noted that the repercussions are being felt acutely across Asia, particularly in the energy sector, where rising prices have affected fuel, freight, food, and fertilizer costs. Kanda described the situation as not only a security crisis but also a stress test for the global order, highlighting the vulnerabilities that arise from overreliance on specific strategic corridors. He reiterated the importance of resilience in the face of such shocks and mentioned that ADB had previously announced a support package on March 23 to assist developing member nations in coping with the economic fallout from the crisis.

The bank’s focus is on promoting sustainable and inclusive development across the region. The newly launched initiatives reflect ADB’s commitment to enhancing regional connectivity and resilience, ensuring that economies can grow, compete, and connect effectively. By investing in both energy and digital infrastructure, ADB aims to create a more integrated and prosperous future for the people of Asia and the Pacific.
