Jammu & Kashmir’s Rural Development Gets Major Funding Boost

In a significant move to enhance rural infrastructure, women’s empowerment, and agricultural growth in Jammu & Kashmir, Union Minister for Agriculture & Farmers’ Welfare and Rural Development, Shri Shivraj Singh Chouhan, officially handed over the project sanction letters under the Pradhan Mantri Gram Sadak Yojana (PMGSY)-IV (Batch-II) to Chief Minister Shri Omar Abdullah at a ceremony held at SKICC, Srinagar. The event saw the release of a substantial funding package, with ₹4,568.23 crore allocated under the Deen Dayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) for various projects across 24 states and union territories.

The ceremony was attended by a host of dignitaries including Deputy Chief Minister Shri Surinder Kumar Choudhary, Minister for Agriculture and Rural Development Shri Javed Ahmad Dar, and several MPs and MLAs, alongside local farmers and women beneficiaries who stand to gain from these initiatives.

A Commitment Beyond Infrastructure

During his address, Union Minister Chouhan emphasized that his visit was motivated by a genuine spirit of service rather than a sense of formality. He reaffirmed the Central Government’s commitment to not just building roads but also fostering connections among the people of Jammu & Kashmir. He stated, “For the development of Jammu & Kashmir, the doors of both the heart and Delhi are open.”

He pointed out that J&K has been prioritized in the PMGSY-IV approvals, showcasing the government’s dedication to the region’s development. The approval of nearly ₹8,000 crore for road projects within a single year, he deemed a historic milestone.

Fostering Women’s Empowerment

Chouhan also highlighted a major financial push for women’s empowerment, announcing a Mother Sanction of ₹4,568.23 crore aimed at fostering Self-Help Groups across the 24 states and union territories. He expressed that the objective is to not only create ‘Lakhpati Didis’ but also empower women to become successful entrepreneurs. To celebrate this achievement, he and Chief Minister Abdullah recognized contributions of women beneficiaries during the program.

Addressing Agricultural Challenges

As for agricultural concerns, Chouhan acknowledged the unique challenges faced by farmers in Jammu & Kashmir, including small landholdings and adverse weather conditions. He promised that the Central Government would actively support the region through the Holistic Agriculture Development Programme. This includes introducing improved seed varieties, establishing quality nurseries, and promoting scientific crop diversification. Furthermore, he announced the deployment of scientists from the Indian Council of Agricultural Research to investigate the region’s agricultural potential and create a tailored development roadmap.

Chouhan advocated for integrated farming practices, suggesting that farmers increase their revenues by diversifying beyond traditional crops and incorporating livestock, fisheries, and other ventures. He pledged cooperation with the Jammu & Kashmir Government to design sustainable and profitable agricultural programs.

Chief Minister Omar Abdullah welcomed Union Minister Chouhan, praising his dedication to the people of Jammu & Kashmir. He remarked, “Over the past one and a half years, you have shown sensitivity towards our needs.” Abdullah emphasized the transformative nature of road connectivity in the region, expressing confidence that the recent funding would lead to significant improvements in the lives of rural communities.

Abdullah assured that the state government would implement the approved projects with the utmost seriousness, ensuring that central assistance effectively benefits rural communities, farmers, and women associated with Self-Help Groups.
