NHRC Urges States to Protect Vulnerable Populations from Heat Waves
The National Human Rights Commission (NHRC) of India has issued a crucial directive to 21 states and the National Capital Territory of Delhi, urging them to proactively implement measures to safeguard vulnerable communities during the impending heat waves this year. The states highlighted include Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, and West Bengal.
The NHRC has expressed concern over the increasing frequency, intensity, and duration of heat waves, which pose significant threats to marginalized groups, economically disadvantaged individuals, outdoor laborers, and the homeless. These populations often lack adequate shelter and resources to cope with extreme temperatures. Particularly vulnerable are the elderly, infants, and young children who face heightened health risks due to severe heat conditions. Additionally, heat waves can lead to economic stresses, including loss of livelihoods and increased incidents of fire accidents.
Urgent Action Required
In its communication directed towards the Chief Secretaries of the concerned states and the Union Territory of Delhi, the NHRC has emphasized the immediate need for comprehensive and inclusive relief strategies. Referencing data from the National Crime Records Bureau (NCRB), which reported that 3,712 individuals lost their lives in India due to heat or sunstroke between 2019 and 2023, the NHRC has urged state authorities to develop and implement effective relief measures. These efforts should align with existing Standard Operating Procedures or guidelines issued by the National Disaster Management Authority (NDMA), aimed at alleviating the impact of heat waves and preventing further casualties.
Action Plans and Reporting
The Commission has also called for consolidated reports on the actions taken at both the district and state/UT levels to ensure accountability and effective response to this pressing issue. By urging coordinated efforts from governmental bodies, the NHRC aims to protect those most at risk and to prevent the harsh consequences of extreme heat in the coming months.
