National Summit to Transform Governance through Data Harmonization
The Ministry of Statistics and Programme Implementation (MoSPI) is set to host a pivotal National Deliberative Summit on “Harmonizing Administrative Data for Governance” on April 29-30, 2026, in Bhubaneswar, Odisha. This event follows the 5th National Conference of Chief Secretaries held in December 2025, aiming to foster consensus on an action plan for leveraging administrative data in policy-making and governance.
Building a Unified Data Strategy
In preparation for the summit, a National Consultative Workshop took place on February 24 in New Delhi, where stakeholders, including state and union territory representatives, were encouraged to conduct internal consultative workshops. These discussions are focused on understanding the landscape of existing data systems and identifying grassroots challenges. By engaging various departments and field-level functionaries, the internal workshops aimed to assess readiness for data harmonization and interoperability.
Focus on Effective Governance
The summit is designed around the urgent need to repurpose administrative datasets for effective policy decisions and service delivery. As the landscape of governance increasingly demands timely insights, having interoperable datasets across departments is recognized as essential for evidence-based decision-making at the state and UT levels. Currently, several foundational elements are in place for a harmonized data architecture, providing the necessary legal and technical frameworks for effective data use.
Expected Outcomes and Action Plans
Participants will discuss actionable plans aimed at enhancing the inventory of harmonized datasets across states and UTs. The goal is to generate momentum for states to take timely actions towards achieving interoperability and harmonization. Emphasis will be placed on creating an ecosystem that encourages sustained growth in harmonized datasets, with plans to progressively automate data processes from generation to sharing.
Promoting Best Practices in Data Management
This National Level Deliberative Summit will serve as an opportunity to align India’s data harmonization roadmap with global best practices. As states and UTs adopt this roadmap, significant progress is envisioned in transitioning towards unified data systems, thus making datasets ready for integration with AI technologies. Central ministries are expected to lead by example, showcasing impactful use cases of data integration.
Expert Participation
The summit will convene officials from state planning and IT departments, as well as representatives from central ministries, and other stakeholders. Experts from government, international agencies, and academia will engage in discussions focusing on administrative data harmonization and interoperability. The aim is to establish a consensus on a comprehensive roadmap for transforming data architecture to enhance programme targeting and resource management.
Inaugural Session Highlights
Notably, the first session will feature the Hon’ble Minister of State (Independent Charge) of MoSPI and the Hon’ble Deputy Chief Minister of Odisha, emphasizing the significance of this event in the journey towards streamlined and effective governance through enhanced data use.
