Government Approves Major Funding Boost for Rajasthan Refinery Project
The Cabinet Committee on Economic Affairs, led by Prime Minister Narendra Modi, has greenlit a significant revision to the cost of the HPCL Rajasthan Refinery Limited (HRRL) project. The project’s budget will increase from ₹43,129 crore to a staggering ₹79,459 crore. Additionally, Hindustan Petroleum Corporation Limited (HPCL) will inject an extra ₹8,962 crore in equity, raising its total investment in the project to ₹19,600 crore.
Advanced Refinery Production
The HRRL Refinery is set to be a highly sophisticated facility featuring a complex slate of over 26% petrochemical products. Upon completion, it is expected to produce 1 million metric tonnes per annum (MMTPA) of petrol, 4 MMTPA of diesel, and several key petrochemicals. These include 1 MMTPA of polypropylene, 0.5 MMTPA of low-density polyethylene (LLDPE), and high-density polyethylene (HDPE), along with around 0.4 MMTPA of benzene, toluene, and butadiene. These products play a pivotal role in various industries, such as transportation, pharmaceuticals, paints, and packaging.
Boosting Energy Independence
This project not only aims to fulfill the growing energy needs of the country but also seeks to enhance production of specialty petrochemical products. It will significantly reduce the nation’s reliance on imports, helping to conserve foreign currency. The HRRL project is also set to stimulate industrial growth in a less-developed area by utilizing locally sourced Mangala crude, thereby positioning India as a burgeoning refining hub. The scheduled commercial operation date for the refinery is set for July 1, 2026.
Employment and Economic Impact
In addition to its economic implications, the HRRL project holds immense potential for job creation. During its construction phase, it has already provided opportunities for approximately 25,000 workers from various stakeholders involved in building the refinery units. This influx of employment is expected to further bolster the local economy and skill development in the region.
Project Overview
The HRRL facility, located in Pachpadra, District Balotra, Rajasthan, is designed as a greenfield refinery and petrochemical complex with an annual capacity of 9 million metric tonnes. It operates as a joint venture between HPCL and the Government of Rajasthan, with equity stakes of 74% and 26%, respectively.
