Northern Zone Textile Stakeholders Collaborate on Union Budget 2026–27
The Ministry of Textiles convened a significant Northern Zone Stakeholder Consultation on the Union Budget 2026–27 today in New Delhi, bringing together over 200 participants. Attendees included representatives from state governments, industry associations, entrepreneurs, academia, textile research groups, Export Promotion Councils, and several award-winning weavers and artisans. This extensive engagement demonstrates the ministry’s commitment to fostering dialogue around key initiatives outlined in the Union Budget.
The consultation aimed to facilitate structured discussions on the implementation of proposed schemes, identify obstacles to operational success, and collaboratively develop a roadmap for timely execution of interventions. Attendees participated in breakout sessions that allowed them to focus on specific areas of interest.
Key Areas of Focus
These sessions concentrated on several priority initiatives, including the Integrated Programme for the Textile Sector, which encompasses the Textile Expansion and Employment (TEEM) Scheme, the Tex-Eco Initiative, and Mega Textile Parks. Other key programs discussed included the National Fibre Mission, SAMARTH 2.0, the National Handloom and Handicraft Programme (NHHP), and the Mahatma Gandhi Gram Swaraj Initiative (MGGSI).
Commitment to Collaboration
Shri Asit Gopal, Special Secretary and Financial Adviser of the Ministry of Textiles, emphasized the need for continuous engagement with state stakeholders to ensure the proposed schemes effectively address ground realities and implementation challenges. He noted that collaborative planning and institutional convergence will be vital to achieving the intended objectives of the budgetary initiatives.
Strengthening India’s Textile Industry
Aligning with the Hon’ble Prime Minister’s vision explained during the Post-Budget Webinar, the ministry seeks to leverage the Union Budget as a robust framework to accelerate India’s progression toward becoming a “Viksit Bharat.” The Prime Minister urged the need to enhance production, connectivity, and export capabilities to fortify domestic manufacturing while expanding India’s presence in global markets.
Sharing Practical Solutions
Dr. M. Beena, Development Commissioner for Handlooms, encouraged stakeholders to share insights into field-level challenges and potential solutions, arguing that such dialogue is essential for aligning policy intentions with practical execution. This collaboration is seen as a means to bolster the resilience and sustainability of the handloom sector.
Vision for Quality and Global Reach
Smt. Amrit Raj, Development Commissioner for Handicrafts, echoed the goal of enabling a transition from “gaon to global,” underscoring the necessity of maintaining high quality across all stages of production. Emphasizing quality in production processes, design, and logistics, she stated that enhancing the global competitiveness of Indian textiles and handicrafts is crucial.
Future Outlook
In her closing remarks, Smt. Neelam Shami Rao, Secretary of the Ministry of Textiles, projected that India’s textile industry is on track to reach USD 350 billion by 2030, with considerable growth expected in exports. She highlighted the importance of nurturing innovation, strengthening synergies across schemes, and creating a solid ecosystem that promotes cost competitiveness and supports sustainable growth.
By focusing on these aspects, the proposed initiatives aim to enhance manufacturing and employment generation while positioning “India Handmade” as a formidable contender on the global stage. The feedback gathered during the consultation will be meticulously evaluated with the intent to refine future schemes.
