Revolutionizing Water Management: India Prioritizes Treated Water Reuse

With the nation’s water demand surging and freshwater resources under strain, the Safe Reuse of Treated Water (SRTW) initiative is gaining traction as a national imperative. This framework aims to enhance water security, alleviate pollution in rivers, and bolster urban water governance, marking a significant stride towards sustainable development and environmental balance.

Minister of Jal Shakti, Sh. C.R. Paatil, has been actively championing this cause, regularly reviewing progress in Empowered Task Force meetings. The holistic approach outlined by the Ministry includes policy coordination at both national and state levels, along with the development of tailored city action plans to encourage reuse in crucial sectors like agriculture, power, and industry.

Uttarakhand Leads with New SRTW Policy

In a promising advancement, the Uttarakhand government has officially implemented its SRTW policy, establishing a regulatory framework for the reuse of treated wastewater. This initiative promotes utilizing reclaimed water for non-potable uses, such as industrial operations, construction, irrigation of public parks, and urban sanitation. The policy also delineates clear roles for various departments, urban local bodies, and industries, ensuring effective policy execution. Additionally, similar SRTW policies for Uttar Pradesh, Bihar, and West Bengal are nearing completion.

Successful Industrial Reuse Initiatives

A prime example of successful wastewater treatment is the 30 MLD Sewage Treatment Plant (STP) located in Bingawan, Kanpur, which operates under the Namami Gange Mission. This advanced facility uses Hybrid Annuity Model (HAM) technology based on Sequential Batch Reactor (SBR), ensuring efficient treatment within a compact design. Operational since June 2023, the STP effectively processes around 30 MLD of sewage daily, significantly reducing pollution in the Pandu River and offering treated water for local agricultural use. The Panki Thermal Power Plant, also in Bingawan, demonstrates scalability by utilizing 40 MLD of treated water, thus lessening its reliance on freshwater resources.

Other industries are following suit, with initiatives including: Jojobera Power Plant in Jharkhand utilizing 4 MLD, Pragati Power Stations I and III harnessing 20 MLD and 120 MLD respectively, and IOCL Mathura Refinery using 8 MLD from the Trans Yamuna Plant.

City-Level Plans Driving Action

To enact these policies effectively, detailed City-Level Reuse Action Plans (CLRAPs) are underway. Completed plans for Agra and Prayagraj, along with a nearly finalized one for Varanasi and a new initiative in Kanpur, provide structured frameworks focused on the availability and distribution of treated water, identification of reuse potential, and institutional coordination.

Focusing on Prayagraj’s Water Strategy

Prayagraj is implementing a comprehensive roadmap to tackle water shortages exacerbated by urban growth and groundwater depletion. The city currently has 10 STPs with a combined capacity of 340 MLD, which is set to increase to 595 MLD. However, water reuse remains limited, prompting the CLRAP to assess sectors like agriculture, thermal power, and urban landscaping for potential reclaimed water applications.

Key projects outlined include connecting Naini STP III to Prayagraj Power Generation with 50 MLD, and several connections to railways and urban facilities, collectively representing a reuse potential of 126.45 MLD, anticipated to be funded by ₹1,625 crore.

Agra’s Circular Water Economy Approach

In Agra, where the Yamuna River is under threat from pollution and severe water stress, the city is adopting a circular water economy through its reuse action plan. The sewage generation is substantial at 286 MLD, yet 21% of it remains untreated. Efforts are in place to raise existing STP capacity from 221 MLD to 398 MLD, while projects are identified to operationalize 28 MLD of reuse potential with an estimated investment of ₹93 crore.

A Step Towards Sustainable Water Management

The SRTW initiative signifies a transformative shift towards viewing wastewater not merely as waste, but as a valuable resource. By fostering the safe and systematic reuse of treated water, this initiative lessens environmental impact, conserves precious freshwater, and promotes sustainability for the future. The collaborative progress across policy, city action plans, and successful industrial implementations lays a solid groundwork for a resilient, circular water management system, critical for navigating future water challenges, especially in the Ganga basin and other regions facing scarcity.
