General Assembly Adopts Three Resolutions on Road Safety, International Days for Coffee and Wellness
After a significant address by President Ferdinand Romualdez Marcos Jr. of the Philippines, the United Nations General Assembly adopted three draft resolutions focused on global road safety and two international observances, all of which faced opposition from the United States. The resolutions include plans for a high-level meeting on road safety, the establishment of International Coffee Day, and the declaration of International Wellness Day. High-Level Meeting on Global Road Safety
The General Assembly approved a draft resolution titled “Scope, modalities, format and organization of the high-level meeting on improving global road safety.” This resolution passed with a recorded vote of 149 in favor and one against, with the United States opposing it. The meeting is scheduled to take place at UN Headquarters in New York on July 20 and 21, 2024. The overarching theme will focus on “Scaling up and accelerating implementation of commitments to halving road traffic deaths and injuries by 2030.” The meeting will feature a plenary debate and two multi-stakeholder panels, culminating in a concise, action-oriented declaration aimed at enhancing road safety worldwide. Representatives from Argentina, Belarus, Türkiye, the Russian Federation, and the United States provided explanations of their votes, reflecting the diverse perspectives on this critical issue.
International Coffee Day and Wellness Day
In addition to the road safety meeting, the Assembly adopted a resolution to designate October 1 as International Coffee Day. This initiative, introduced by Brazil, received overwhelming support with 150 votes in favor, one against from the United States, and one abstention from Canada. The resolution encourages stakeholders to observe the day through activities that raise awareness about coffee’s economic, social, and environmental significance. Furthermore, the Assembly proclaimed April 15 as International Wellness Day, with 143 votes in favor and one against from the United States. This resolution, introduced by Nepal, invites stakeholders to promote awareness of wellness benefits. Representatives from Mexico, South Africa, and the United States also provided explanations regarding their votes on these observances, emphasizing the importance of global awareness and community engagement.
Other Assembly Actions
In other matters, the General Assembly appointed Chile as a member of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, while acknowledging Ecuador’s withdrawal from the committee. Additionally, following a request from the United States for a secret ballot regarding the appointment of members to the Board of the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns, the Assembly agreed to conduct the ballot at a later date. These actions reflect the Assembly’s ongoing commitment to addressing international issues and fostering collaboration among member states.

Before the resolutions were adopted, President Ferdinand Romualdez Marcos Jr. addressed the Assembly, emphasizing the Philippines’ contributions to the United Nations. He highlighted the nation’s role in peacekeeping, humanitarian efforts, and advocacy for climate justice, particularly given its vulnerability to natural disasters. Marcos called for solidarity and principled leadership in addressing global challenges. He articulated the Philippines’ position as a voice for developing states and climate-vulnerable nations, stressing the importance of the Security Council reflecting diverse perspectives. The President also reaffirmed the Philippines’ commitment to UN principles, advocating for social issues and the rights of migrants, including seafarers. He concluded by expressing the Philippines’ candidacy for a seat on the Security Council for the 2027-2028 term, underscoring the nation’s dedication to international cooperation and stability.
