Webinar Highlights Budget Priorities for India’s Care Economy
The Post-Budget Webinar 2026, themed “Sabka Saath Sabka Vikas – Fulfilling Aspirations of People,” convened policymakers, industry leaders, and representatives from multilateral institutions to discuss the effective execution of the Union Budget 2026–27. This annual event is part of the Government’s ongoing effort to transform policy announcements into actionable strategies.
Prime Minister Shri Narendra Modi opened the discussion by stressing that the Union Budget serves as a guide for cultivating a future-ready workforce and enhancing human capital as India moves towards being a Viksit Bharat (developed nation). He underscored the necessity for scalable models, innovation-driven growth, and strengthened connections between education, skill development, and the real economy.
Focus on Skills and Care Economy
Joining the Prime Minister in the inaugural session was Shri Jayant Chaudhary, Minister of State (Independent Charge) for Skill Development and Entrepreneurship and Minister of State for Education. He underscored the strategic significance of nurturing India’s care economy, stating, “The care economy represents both a social priority and an economic opportunity for India. Through the Budget announcement to train 1.5 lakh multiskilled caregivers, we are establishing a professional ecosystem that integrates healthcare, wellness, and assistive technologies, while also creating dignified job opportunities, especially for women.”
Shri Chaudhary further emphasized the importance of recognizing language as a critical skill and enhancing international mobility pathways to boost job prospects abroad. He noted India’s collaborations with countries like Japan and Israel, which are advancing the nation’s status as a trusted supplier of skilled talent globally.
Dedicated Session on Caregivers
A highlighted segment of the webinar included a breakout session led by the Ministry of Skill Development and Entrepreneurship (MSDE) on strengthening India’s care ecosystem through the training of 1.5 lakh multiskilled caregivers. Secretary of MSDE, Ms. Debashree Mukherjee, pointed out the necessity of creating a robust, quality-centric training framework to meet the evolving demands of the care economy.
During her remarks, Mukherjee stated, “Our objective with the Budget announcement focuses on establishing structured and high-quality training programs that prepare caregivers for future care requirements. It’s vital to ensure dignity, recognition, and credible career paths through professional training and standardized certification for caregivers.”
Strategic Vision for Care Profession
Senior Economic Adviser, Ms. Manisha Sensarma, elaborated on the strategic vision enabling the training of multiskilled caregivers as a response to the increasing domestic demand driven by an aging population and the global shortage of healthcare professionals. This initiative aims to transition informal workers into a National Caregiver Ecosystem that combines healthcare expertise with wellness practices, enhancing training programs to improve employability.
The session gathered a distinguished panel, including representatives from various sectors, such as Shri Prashant Pise from the Ministry of External Affairs and Ms. Mia Oka from the Asian Development Bank. Following extensive discussions, key action points were identified. These included developing a structured career path for caregivers, implementing standardized training and multi-skilling modules, and ensuring a sufficient pool of qualified trainers for high-quality training delivery.
Additionally, stakeholders highlighted the importance of leveraging Skill India International Centres (SIICs) for global mobility of care professionals and enhancing training infrastructure through collaboration with ITIs, healthcare providers, and training institutions.
The Post-Budget Webinar showcased substantial participation from various stakeholders, including state representatives, vocational training councils, and industry partners, fostering a united approach towards the future of skill development in India.
