The United States has granted India a temporary waiver to purchase Russian oil that is currently stranded at sea, a decision aimed at stabilizing global oil supplies amid ongoing disruptions in West Asia. US Aims to Address Supply Concerns
In a recent interview, Treasury Secretary Scott Bessent explained that the waiver is a response to short-term supply constraints caused by the ongoing crisis in West Asia. He noted that the global oil market is currently well-supplied, but the decision to allow India to buy Russian oil was made to ease immediate supply pressures. Bessent highlighted that a significant volume of sanctioned crude remains stranded at sea, and by permitting its sale to India, the US aims to create additional supply. He stated, “We are looking at that. We are going to keep a cadence of announcing measures to bring relief to the market during this conflict.” This approach reflects a strategic effort to manage oil availability while navigating the complexities of international relations.
Temporary Measures to Stabilize Prices
Other officials from the Trump administration have confirmed the US’s decision to allow India to purchase Russian crude that is already on ships. US Energy Secretary Chris Wright emphasized that this step is designed to quickly integrate existing oil supplies into the market. He stated, “We have implemented short-term measures to help keep oil prices down.” The initiative aims to facilitate the refining of Russian oil in India, which would help alleviate pressure on global refineries. Wright reiterated that this is a temporary measure, clarifying that it does not signify a shift in US policy towards Russia. Instead, it is a strategic response to current market conditions, aimed at ensuring stability in oil prices.
Waiver Amid Regional Tensions
The US Treasury’s issuance of a 30-day license for the delivery and sale of Russian crude to India comes at a time when shipping routes through the Strait of Hormuz are facing disruptions due to ongoing regional conflicts. Bessent noted that this limited measure is not expected to provide significant financial benefits to the Russian government, as it only pertains to oil already stranded at sea. He emphasized the importance of India as a partner to the US, expressing confidence that India would continue to increase its purchases of American oil. This waiver is seen as a necessary step to alleviate pressures stemming from geopolitical tensions, particularly those involving Iran.
India’s Current Oil Supply Landscape
India’s oil supply situation remains stable despite the geopolitical tensions in the region. The country imports approximately 5.5 to 5.6 million barrels of crude oil daily, which constitutes about 90% of its domestic consumption. Recent data indicates that around 15 million barrels of crude are currently on tankers in the Arabian Sea and the Bay of Bengal, with additional vessels carrying another seven million barrels near Singapore. The waiver comes after the US previously imposed punitive tariffs on India for its Russian oil purchases, which were later lifted following negotiations for an interim trade agreement. India’s energy officials maintain that the country’s energy position is secure, even as it navigates the complexities of international oil markets and regional conflicts.
