US Comments on India’s Russian Oil Waiver: A Temporary Relief for Global Refinery Pressures

The United States has granted India a temporary waiver allowing the purchase of certain Russian oil supplies, a move aimed at stabilizing global crude prices amid ongoing supply disruptions in the Middle East. US Energy Secretary Chris Wright emphasized that this measure is a short-term solution to alleviate immediate supply constraints caused by rising oil prices. The waiver encourages Indian refiners to buy Russian crude stored in tankers around southern Asia, with the goal of quickly bringing this oil into the market.

US Decision to Grant Waiver

The US government’s decision to issue a 30-day waiver for Indian refiners comes in response to escalating tensions in the Middle East, which have disrupted energy shipments through critical routes like the Strait of Hormuz. Wright noted that large volumes of Russian crude are currently stored in tankers, and the US has actively encouraged India to purchase these cargoes. He stated, “We need to get oil on the market in the short term. In the long term, supplies are abundant.” This temporary measure aims to ease the pressure on global oil prices, which have been rising due to shipment constraints.

Wright clarified that this waiver does not signify a shift in US policy towards Russia. Instead, it is a brief adjustment intended to manage oil prices more effectively. He reiterated that the US is focused on maintaining stable oil supplies and that the waiver is a necessary step to mitigate the impact of rising prices on the global market.

Impact on Indian Refiners

Following the announcement of the waiver, Indian refiners have begun to increase their purchases of Russian oil floating in Asian waters. Reports indicate that these companies have acquired approximately 20 million barrels of crude, primarily from non-sanctioned entities. However, there is ongoing uncertainty regarding whether the waiver also permits purchases from sanctioned firms. The US Treasury’s Office of Foreign Assets Control has issued a license that allows the delivery and offloading of Russian crude loaded on vessels before March 5, 2026, with transactions permitted until April 4, 2026.

This development is crucial for India, which relies heavily on crude imports to meet its energy demands. The country typically sources 40-50% of its crude imports through the Strait of Hormuz. With the current geopolitical tensions affecting these shipments, India has turned to Russian oil at sea to ensure a stable domestic fuel supply. Indian refiners had already been importing about one million barrels of Russian oil daily in recent months, and the waiver provides them with an opportunity to secure additional supplies.

Future Prospects and Challenges

Industry estimates suggest that around 15 million barrels of Russian crude are currently floating in the Arabian Sea and the Bay of Bengal, with more cargoes waiting near Singapore and other routes that could reach Indian ports in the coming weeks. While the waiver offers short-term relief for India’s energy security, analysts warn that competition from other buyers, particularly China, may limit the volume of additional Russian oil available to India.
