New Residential Facilities for Indian Navy’s Senior Sailors Opened in Karwar

In a significant move to enhance living conditions for military personnel, Vice Admiral Krishna Swaminathan, the Flag Officer Commanding-in-Chief of the Western Naval Command, inaugurated a new residential accommodation complex in Karwar on February 21, 2026. This initiative, part of Project Seabird Phase IIA, aims to provide better housing for senior sailors and defence civilians, furthering the Indian Navy’s commitment to its personnel.
During the inauguration ceremony, Vice Admiral Swaminathan was joined by Vice Admiral Rajesh Dhankhar, the Director General of Seabird, along with several senior officers. The newly established residential area features a tower dedicated to senior sailors, which includes 60 Dwelling Units (DUs), alongside four additional towers comprising 240 DUs intended for naval defence civilians. These structures were developed by M/s NCC Ltd., based in Hyderabad.
Boosting Infrastructure and Local Economy
This latest addition is part of the expansive Phase IIA of Project Seabird, which aims to bolster the Indian Navy’s capabilities by supporting the berthing of numerous ships and submarines at the Karwar Naval Base. The project aspirations extend beyond housing; it encompasses the establishment of a Naval Air Station, a comprehensive Naval Dockyard, four covered dry berths, and necessary logistics for ships and aircraft. Upon completion, it is expected to accommodate approximately 10,000 personnel, both uniformed and civilian, along with their families, significantly enhancing the local economy and driving growth in the industry and tourism sectors.
Environmentally Friendly and Self-Sustaining
The residential facilities comply with the existing guidelines from the Ministry of Environment, Forest and Climate Change (MoEF & CC) and the Indian Green Building Council (IGBC). Once finalized, Project Seabird is set to achieve an ‘IGBC Gold Rated Project’ status, reflecting its commitment to sustainable development. Notably, the project adheres to the principles of ‘Aatmanirbhar Bharat’—sourcing over 90% of its materials and equipment from indigenous suppliers, thus promoting self-reliance in the country.
