NDMA and AcSIR Join Forces for Disaster Management Innovation
The National Disaster Management Authority (NDMA), the Academy of Scientific and Innovative Research (AcSIR), and the CSIR–National Institute of Science Communication and Policy Research (CSIR–NIScPR) have united to enhance disaster management through a newly signed Memorandum of Understanding (MoU). This collaborative framework aims to advance academic programs, strengthen capacity building, and promote research and communication in the fields of Disaster Management and Risk Reduction (DMRR).
At the heart of this partnership is the goal of creating a more disaster-resilient India by integrating scientific research, technological advancements, and effective policy strategies. The collaboration promises structured academic initiatives, interdisciplinary research, and encouraging public engagement.
Key Initiatives Launched
One of the key highlights from this agreement is the introduction of a PhD program focused on Disaster Management under AcSIR, which will be conducted at CSIR-NIScPR with essential support from the NDMA. Additionally, the partnership will facilitate joint research and policy studies aimed at improving science communication and capacity-building efforts in the domain of DMRR.

During the signing ceremony, Dr. Dinesh Kumar Aswal, a member of the NDMA, emphasized the organization’s commitment to seamlessly merging scientific knowledge with societal preparedness for disaster management. He stated, “In line with the Hon’ble Prime Minister’s Nine-Point Agenda on Disaster Risk Reduction, we are dedicated to developing an extensive network of academic institutions focused on disaster-related research and programs. Enhancing communication channels for early warnings, risk information, and community engagement is crucial. Through continuous learning after each disaster, we can bolster our preparedness and refine our response strategies.”
Prof. Manoj Kumar Dhar, Director of AcSIR, highlighted the significant academic and research opportunities stemming from this collaboration. He remarked, “AcSIR boasts over 7,000 students and excels as a top-tier research institution in India. Our broad research efforts encourage interdisciplinary collaboration, and this MoU opens exciting new paths for our students and researchers to develop innovative solutions tailored to disaster management challenges, driving the ambition of creating a resilient India by the year 2047.”
Dr. Geetha Vani Rayasam, Director of CSIR-NIScPR, also spoke about the critical role of science communication and policy research in DMRR. She stated, “CSIR–NIScPR is at the forefront of science communication and evidence-based policy research. Our alliance with NDMA and AcSIR will enable us to merge scientific insights into disaster management policy and raise public awareness. This partnership will provide a robust platform for advancing science communication, ultimately fostering a resilient framework for disaster preparedness in our nation.”
The NDMA, as the principal authority for disaster management strategies under the Ministry of Home Affairs, will steer the strategic direction of this initiative. Meanwhile, AcSIR will anchor the academic and research aspects, and CSIR–NIScPR will oversee academic programs and drive policy research efforts. This collaboration marks a pivotal move towards embedding scientific inquiry and evidence-based policymaking into India’s disaster management landscape.
