Secretary-General Emphasizes Science-Based Policy for Artificial Intelligence at AI Impact Summit, Outlining UN’s Role

UN Secretary-General António Guterres addressed the critical role of science in governing artificial intelligence (AI) during a side event at the AI Impact Summit in New Delhi. He emphasized the rapid pace of AI innovation, which is outstripping our ability to understand and regulate it effectively. Guterres highlighted the necessity for international cooperation and factual data to ensure AI serves humanity, rather than being driven by misinformation or speculation. He announced the establishment of an Independent International Scientific Panel on Artificial Intelligence, aimed at bridging the knowledge gap and providing a solid foundation for AI governance.

The Need for Scientific Governance in AI

In his remarks, Guterres underscored the urgency of establishing a scientific framework for AI governance. He pointed out that AI technology transcends national borders, making it imperative for countries to collaborate and share knowledge. The UN Secretary-General stressed that policies surrounding AI should not be based on guesswork or hype, but rather on reliable facts that can be trusted across nations and sectors. The establishment of the Independent International Scientific Panel on Artificial Intelligence is a significant step towards achieving this goal. This panel, composed of 40 experts confirmed by the UN General Assembly, aims to assess the impacts of AI on various economies and societies, ensuring that all countries can make informed decisions regarding AI technologies.

Bridging the AI Knowledge Gap

The Independent International Scientific Panel is designed to close the existing knowledge gap in AI. Guterres explained that the panel will provide a shared baseline of analysis, enabling member states to transition from theoretical discussions to practical coordination. This approach aims to ensure that policies are evidence-based, avoiding the pitfalls of overly restrictive regulations that could hinder innovation or, conversely, allow harmful practices to proliferate. By focusing on the capabilities and limitations of AI systems, the panel will help establish risk-based guidelines that protect individuals, uphold human rights, and foster confidence in AI technologies.

International Cooperation and Trust

Guterres acknowledged the current challenges in international cooperation, where trust is diminishing and technological rivalries are escalating. He warned that without a common framework, the world risks fragmentation, with different regions adopting incompatible policies and standards. This disunity could lead to increased costs, reduced safety, and greater disparities. He reiterated that science serves as a universal language that can facilitate alignment on technical standards and risk assessment. By establishing shared benchmarks, countries can ensure that innovations, such as those emerging from startups in New Delhi, can scale globally with confidence, accompanied by safety measures.

Human Oversight in AI Decision-Making

In concluding his remarks, Guterres emphasized the importance of human oversight in AI governance. He asserted that while science can inform decision-making, it is ultimately humans who must make the final choices. This requires meaningful oversight in critical areas such as justice, healthcare, and finance, ensuring accountability and transparency in AI-driven decisions. Guterres called for a shift towards a governance model that prioritizes facts and evidence over fear and hype. He envisions a future where AI is harnessed as a reliable tool for achieving the Sustainable Development Goals, guided by informed policy that matches the sophistication of the technology itself.
