MNRE Hosts Workshop to Propel Floating Solar Energy Projects

The Union Ministry of New and Renewable Energy (MNRE) convened a significant Stakeholder Consultation Workshop on February 20, 2026, chaired by Shri J.V.N. Subramanyam, Joint Secretary of MNRE. The workshop aimed to discuss the draft reports on the Floating Solar PV (FSPV) Potential Assessment and the proposed Floating Solar Policy developed by the National Institute of Solar Energy (NISE) and IIT Roorkee.

As India grapples with land constraints for renewable energy projects, Floating Solar PV has emerged as a promising alternative. Currently, the country has only commissioned about 700 MW of FSPV projects, largely due to the absence of reliable data on viable sites and a lack of a clear project execution framework. To address these challenges, the MNRE has collaborated with NISE and IIT Roorkee to create these crucial reports.

Collaborative Efforts to Enhance FSPV Deployment

During the workshop, the MNRE urged all states and union territories (UTs) to conduct internal consultations with key stakeholders, including departments for Water Resources, Irrigation, Revenue, Fisheries, Forest, Agriculture, and more. The objective was to gather comments and feedback on the draft policy and potential development areas for floating solar projects.

Innovative Solutions for Project Development

Discussions centered around innovative solutions designed to reduce risks for developers and investors. Proposed strategies included plug-and-pay models and the streamlined allotment of water bodies, contingent on obtaining necessary approvals. Additionally, states and UTs were encouraged to identify and prioritize suitable sites for the development of FSPV projects based on the gathered feedback.

Future Consultations Planned

The MNRE is planning further consultations with the Ministry of Environment, Forest and Climate Change (MoEFCC), the Wetland Authority, and the National Dam Safety Authority to refine the floating solar policy as per the insights obtained from the states.

The workshop brought together senior officials from MNRE, Renewable Energy State Nodal Agencies, and representatives from various states and UTs, as well as stakeholders from the Solar Energy Corporation of India, NISE, and IIT Roorkee. This engagement reflects the government’s commitment to enhancing the deployment of floating solar energy solutions in India.
