Minister Reviews NAFED’s Procurement Strategies for Farmers
Union Minister for Agriculture and Farmers’ Welfare, Shri Shivraj Singh Chouhan, conducted a significant review meeting with the National Agricultural Cooperative Marketing Federation of India Ltd (NAFED) in New Delhi on Friday. The primary focus of this meeting was to enhance procurement arrangements for pulses and oilseeds, ensuring that farmers receive the full benefits of the Minimum Support Price (MSP). The session also aimed at discussing the effective implementation of supplementary government schemes.
Strengthening Procurement Operations
During the review, detailed discussions revolved around the progress of procurement operations under the Price Support Scheme (PSS) and the Price Stabilisation Fund (PSF). The Union Agriculture Minister evaluated the ongoing purchase activities, identified operational challenges, and sought methods to improve the procurement system to be more efficient and farmer-oriented. He instructed officials to strengthen MSP procurement processes, emphasizing the need for transparency and timeliness so that farmers can receive fair prices for their crops without undue delays.
Enhancing Infrastructure for Farmers
Shri Chouhan highlighted the necessity for procurement centers to be well-equipped and efficiently managed to prevent any inconveniences for farmers. He stressed the importance of ensuring seamless operations at these centers, which include timely payments, proper infrastructure, and clear communication about procurement schedules and procedures. He stated that fostering farmers’ trust in the government procurement system is of paramount importance.
Focus on Pulses Production
A significant part of the meeting was dedicated to boosting the production and procurement of essential pulses, including tur (arhar), urad, and masoor. The Minister led discussions on strategies to improve the output and procurement of these key crops, recognizing their role in nutritional security and reducing reliance on imports. The proposed six-year ‘Self-Reliance in Pulses Mission’ was also a focal point, which is aimed at enhancing domestic production and ensuring guaranteed procurement at MSP.
Path to Self-Reliance
This mission will incorporate measures like enhancing agronomic practices, ensuring the availability of quality seeds, providing technical support to farmers, and improving marketing and procurement mechanisms. The goal is to achieve self-reliance (Atmanirbhar) in pulses production, diminish import dependence, stabilize domestic prices, and boost farmers’ incomes sustainably.
Empowering Farmers through Direct Procurement
The Union Minister reaffirmed the government’s dedication to liberating farmers from middlemen by establishing direct connections with the government procurement system. He urged officials to work closely with state governments to facilitate smooth and uniform implementation of procurement operations. The meeting also highlighted the necessity of enhancing procurement and storage infrastructure to ensure the safe and efficient handling of produce acquired at MSP.
Ensuring Market Stability
Shri Chouhan pointed out that a responsive procurement mechanism is critical for market stability. Effective procurement and sufficient storage are vital for minimizing price volatility, thereby protecting both farmers’ and consumers’ interests. He directed that procurement strategies should be proactive, in line with production estimates, to guarantee timely purchases during peak arrival seasons.
NAFED’s Role Review
The meeting concluded with a review of NAFED’s involvement in procurement and market price stabilization. The Minister insisted on enhancing NAFED’s operational efficiency, accountability, and transparency, especially concerning large-scale MSP operations, while emphasizing the necessity for ongoing monitoring and prompt resolution of issues at the field level.
Senior officials from the Ministry participated in the meeting, including Secretary Devesh Chaturvedi and NAFED Managing Director Deepak Agrawal, who provided updates on procurement progress, challenges, and the measures being undertaken to enhance the efficiency of MSP-based operations.
