Jal Jeevan Mission Progresses with New Digital Tools and Oversight

Since August 2019, the Indian government has embarked on an ambitious initiative known as the Jal Jeevan Mission (JJM), aimed at providing reliable tap water supply to every rural household. This partnership with state governments underscores the importance of collaborative efforts in addressing water supply challenges, recognizing that water management is primarily a state responsibility. However, the central government plays a vital role by offering technical and financial support to enhance these initiatives.

Innovative Digital Solutions Enhance Transparency

The Department of Drinking Water and Sanitation has introduced an Integrated Management Information System (IMIS) portal, along with a dedicated mobile application for the Jal Jeevan Mission. This digital infrastructure is designed to bolster transparency, improve data accuracy, and facilitate real-time assessments of water supply initiatives at various governance levels, including Panchayat, District Water and Sanitation Mission (DWSM), State Water and Sanitation Mission (SWSM), and National levels.

Ensuring Data Authenticity through Robust Verification

To maintain the integrity of the data on the IMIS portal, a multi-layered verification process has been implemented. This includes mandatory Aadhaar seeding for beneficiaries and geo-tagging of infrastructure via the Sujalam Bharat App. Additionally, the PM-GatiShakti Portal is utilized for uploading details of pipeline projects. Rigorous ground truthing exercises form a core part of this verification strategy, which encompasses:

  • Functionality Assessment: Conducting annual independent surveys to assess the quality, quantity, and consistency of water supply.
  • National Level Monitors (NLMs): Engaging National Wash Experts and Central Nodal Officers in regular field visits to verify claims against actual conditions.
  • Digital Verification: Deploying IoT-based sensors in select villages for ongoing monitoring of water supply.

Centralized Monitoring for the Swachh Bharat Mission

In addition to JJM, the Department has harnessed technology for the Swachh Bharat Mission (SBM). A centralized portal and dashboard, available online, monitor progress across various levels—from national to village. The platform allows citizens to apply online for the construction of Individual Household Latrines (IHHL) and track their application status, enhancing community engagement in sanitation efforts.

The SBM dashboard tracks crucial indicators such as Open Defecation Free (ODF) status, the construction of IHHLs and Community Sanitary Complexes (CSCs), and the development of Solid and Liquid Waste Management (SLWM) infrastructure.

Empowering Communities through Technology

To further support SBM, two mobile applications have been developed: mSBM, for geo-tagging IHHLs, and SBM 2.0, focusing on solid and liquid waste management assets alongside progress updates. Under the Jal Jeevan Mission, the “Jal Seva Aankalan” initiative has been launched, creating a community-led assessment mechanism designed to enhance rural water service delivery. This initiative emphasizes evaluating water service availability, consistency, adequacy, and quality through structured community discussions and digital data collection.
