Trump’s Executive Order: Impact on India’s Russian Crude Oil Imports

With the recent executive order from former US President Donald Trump, India is poised to significantly reduce its imports of Russian crude oil. The order, which removes a 25% tariff contingent on India ceasing its Russian oil purchases, comes amid ongoing geopolitical tensions. Reports indicate that India’s crude oil imports from Russia could drop by as much as 50%, a shift that reflects both the impact of US sanctions and India’s evolving energy strategy.

Impact of US Sanctions on Russian Oil Imports

Since the imposition of sanctions on Russian oil companies like Rosneft and Lukoil, India’s imports from Russia have already seen a notable decline. Data from Kpler reveals that imports fell from nearly 2 million barrels per day in early 2024 to approximately 1.2 million barrels per day by January. The recent executive order is expected to further accelerate this downward trend. According to a Bloomberg report, the finalization of a trade deal between India and the US could lead to a reduction in Russian crude imports by half. Both state-run and private refiners, with the exception of Nayara Energy Ltd, have reportedly halted spot purchases since Trump hinted at the trade deal on social media last week. This pause in procurement is anticipated to persist, with imports likely dropping to around 600,000 barrels per day.

India’s Stance on Energy Security

In response to the evolving situation, the Trump administration has asserted that India has committed to halting both direct and indirect imports of Russian oil. The executive order also warns that tariffs on Indian exports to the US could be reinstated if these crude imports resume. Before the Russia-Ukraine conflict began in early 2022, India had minimal engagement with Russian oil. However, it has since become the largest global buyer of Russian crude. Indian Foreign Secretary Vikram Misri emphasized that the country will continue to source energy from a diverse range of suppliers to meet its needs. He stated that India’s strategy revolves around maintaining multiple sources of supply to ensure stability and security.

Future of Indian Refiners and Russian Oil

Despite the anticipated reductions in Russian oil imports, Nayara Energy, which has significant ties to Rosneft, is expected to continue purchasing around 400,000 barrels per day of Russian crude. This decision is largely influenced by the limitations imposed by sanctions on securing oil from alternative suppliers. Industry experts, such as Vandana Hari from Vanda Insights, suggest that once the adjustment to the new trade dynamics is complete, India’s overall imports from Russia may stabilize between 400,000 and 500,000 barrels per day. The potential economic benefits from a trade agreement with the United States are likely to outweigh the financial incentives provided by discounted Russian oil.

As Indian refiners analyze the implications of the US executive order, they have yet to receive formal guidance from the government. The Indian Foreign Ministry has reiterated that safeguarding the nation’s energy security remains a top priority. Spokesperson Randhir Jaiswal highlighted the importance of diversifying energy import sources to enhance stability. The evolving landscape of global energy procurement underscores India’s commitment to balancing its national interests while navigating complex international relations.
