India Boosts Early Childhood Education Initiatives
The Government of India is making significant strides in early childhood education with the implementation of the National Early Childhood Care and Education (ECCE) Policy. This initiative, part of the Mission Saksham Anganwadi and Poshan 2.0 program, aims to provide essential services to support children’s development from birth to age six. Recognizing the importance of this formative phase, the government focuses on creating a foundation for lifelong learning and breaking the cycle of disadvantage.
The ECCE Policy was established in 2013, emphasizing that early childhood education is critical for holistic development. The National Education Policy (NEP), 2020, further reinforces this need, advocating for appropriate early life stimulation. In response, the government unveiled the National Curricular Framework for Foundational Stage (NCF-FS) in October 2022. This first-ever integrated curriculum for children aged 3-8 lays the groundwork for teacher training and learning materials.
Key Initiatives to Enhance ECCE
To bolster ECCE across the country, the Ministry of Women and Child Development has introduced several key initiatives aimed at empowering caregivers and improving educational standards. One such program, Navchetana, inaugurated in March 2024, is a national framework designed for early childhood stimulation in children up to three years. This program equips caregivers and Anganwadi Workers (AWWs) with the necessary tools for responsive caregiving and child growth support.
Alongside Navchetana, the Aadharshila program was launched to ensure comprehensive development for children aged 3-6 years. Aadharshila focuses on competency-based lesson plans that cover physical, cognitive, social, and emotional growth, enhancing the quality of education delivered at Anganwadi Centers.
In May 2023, the Poshan Bhi Padhai Bhi (PBPB) initiative commenced, aiming to upskill Anganwadi workers in delivering both ECCE and nutritional services. By early February 2026, over a million AWWs have undergone training as part of this program. Additionally, the government provides nutrition support through the Supplementary Nutrition Programme (SNP) for pregnant women and children up to six years old.
Strengthening Community Engagement
The government also allocates funds for pre-school education kits and disseminates educational materials digitally. A Poshan Tracker application supplies daily learning prompts, including videos and activity guides tailored for children aged 3-6 years. For younger children, structured home visit support includes engaging caregiver resources.
To ease the transition from Anganwadi to primary schooling, the ‘Vidyarambh’ ECCE Certificate has been introduced, supporting children’s readiness for Grade I. Monthly ECCE Days are celebrated at Anganwadis to promote parental involvement and community participation in education.
Collaborative Efforts for Infrastructure Development
The Ministry is working in tandem with the Department of School Education and Literacy (DoSEL) to enhance infrastructure for early learners. Guidelines for co-locating Anganwadi Centers within government primary schools were issued in September 2025, facilitating educational continuity. Currently, nearly 290,000 Anganwadi Centers share space with these schools.
The support extends to creating child-friendly environments within government schools through the Samagra Shiksha Scheme, which provides funds for essential infrastructure and learning materials.
Furthermore, advancements in health and academic tracking have been enabled, including features for the Automated Permanent Academic Account Registry (APAAR) and the Ayushman Bharat Health Account (ABHA) on the Poshan Tracker.
Through structured home-based care initiatives by Accredited Social Health Activists (ASHA), the community is engaged in promoting the health and nutrition necessary for early childhood development. This comprehensive approach illustrates the government’s commitment to fostering a brighter future for India’s youngest citizens.
