New Baggage Rules 2026 Simplify Travel for International Passengers
The Central Government has officially announced the implementation of the Baggage Rules, 2026, aimed at enhancing the travel experience for international passengers. With a comprehensive set of changes that reflect current economic conditions and increasing travel volumes, these rules are designed to simplify procedures, improve transparency, and facilitate electronic declarations. The government has consulted various stakeholders including ministries and airport operators, as well as taken passenger feedback into account when formulating these new regulations.
Increased Duty-Free Allowances
One of the most notable updates in the Baggage Rules is the enhancement of the general duty-free allowance for different categories of passengers. Under the new regulations, residents, tourists of Indian origin, and foreigners with valid visas are each entitled to a duty-free allowance of ₹75,000. Meanwhile, foreign tourists are permitted an allowance of ₹25,000, and crew members can bring in goods worth up to ₹2,500 without incurring duties. It is important to note that passengers arriving by land borders will not have a general duty-free allowance.
Streamlined Transfer of Residence Benefits
The rules also modernize the transfer of residence benefits, offering allowances based on the duration of stay abroad. Passengers are eligible for ₹1.5 lakh for up to 12 months abroad, ₹3 lakh for stays between 1 and 2 years, and ₹7.5 lakh for stays exceeding 2 years. This simplifies the process by establishing a single list of duty-free articles with a cap according to eligibility.
Jewellery Allowances and Temporary Imports
A significant shift in the regulations is the special allowance set for jewellery, which now permits duty-free entry based solely on weight. Returning residents and Indian tourists who have stayed abroad for more than a year can now bring in up to 40 grams of jewellery for females and 20 grams for other individuals without additional charges. Furthermore, new provisions have been introduced for the temporary import and re-import of goods, aimed at ensuring hassle-free clearance and minimizing the detention of goods at customs.
Comprehensive Customs Baggage Regulations
The New Customs Baggage (Declaration and Processing) Regulations, 2026, consolidates and revises 35 previous circulars to provide clearer guidance on operationalizing the new rules. This comprehensive framework enhances passenger facilitation by increasing duty-free limits and adopting more digital and simplified processes, thereby improving overall convenience for travelers.
