Government Launches Innovative Measures for Gig Workers’ Welfare
The Ministry of Labour and Employment has unveiled significant initiatives to support gig and platform workers in India, particularly through the e-Shram portal. This digital platform, first launched on August 26, 2021, aims to create a comprehensive National Database of Unorganised Workers (NDUW), which includes various categories such as platform and migrant workers. The e-Shram portal allows for self-registration of these workers and assigns them a Universal Account Number (UAN).
New Aggregator Module Enhances Registration
As part of its ongoing efforts, the Ministry introduced an Aggregator module on December 12, 2024. This new segment facilitates the registration process for aggregators and their associated platform workers, making it easier for this sector to be represented effectively. Leading aggregators such as Zomato, Uber, and Amazon have already registered, signaling a commitment to recognizing the contribution of gig workers in the economy.
Legislative Support for Gig Workers
For the first time, the Code on Social Security, which came into effect on November 21, 2025, offers a clear definition of ‘gig workers’ and ‘platform workers.’ It outlines social security measures that include health benefits, accident insurance, and old age protection specifically designed for these workers. The establishment of a Social Security Fund is also included to finance various welfare schemes aimed at supporting the lives of gig workers.
Rapid Growth of the Gig Economy
The NITI Aayog has projected substantial growth in this sector, estimating that the number of gig and platform workers will rise to 23.5 million by the financial year 2029-30 from 7.7 million in 2020-21. In response to this rapid expansion, the government has included key welfare measures in the Budget Announcement for the 2025-26 financial year. These measures include registration on the e-Shram portal, issuance of identity cards, and health care benefits through the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY).
Enhancing Interoperability and Registration Drives
The government has implemented vital policy and technology interventions to ensure seamless interoperability between the e-Shram portal and PMJAY, including data mapping and verification processes. Special registration drives have also been conducted nationwide to maximize the enrolment of platform workers on the e-Shram portal. These initiatives took place in collaboration with States and Union Territories during April, May, and August-September 2025.
The Minister of State for Labour and Employment, Shobha Karandlaje, provided this information in a recent written statement to the Rajya Sabha, highlighting the government’s ongoing commitment to the welfare of gig workers and the importance of continued dialogue with various stakeholders in shaping a robust social security framework.
