TRAI Invites Feedback on Domestic Leased Circuits Tariff Review
The Telecom Regulatory Authority of India (TRAI) has published a consultation paper today focused on the review of tariffs for Domestic Leased Circuits (DLCs). This move aims to foster an environment of transparency and competition in the sector, ensuring that access to DLCs remains equitable and affordable across different regions and user categories.
According to Section 11(2) of the Telecom Regulatory Authority of India Act, 1997, TRAI holds the authority to establish rates for various telecommunication services. Historically, TRAI has set ceiling tariffs for DLCs, with the last adjustment made under the TTO (57th & 58th Amendment) in 2014. This new consultation paper seeks to reassess these ceilings to reflect current market conditions and the latest technological advancements.
Stakeholders are encouraged to share their perspectives on the existing DLC ceiling tariff structure. The review will consider the evolution of DLCs, which now includes Point-to-Point (P2P) and VPN-based DLCs, categorized as managed services that offer various commitments such as bandwidth, uptime, and latency.
The release of this consultation paper follows a pre-consultation document dated April 29, 2025. The feedback gathered from that initial outreach has been instrumental in shaping the current consultation paper, which is now available on TRAI’s official website.
