C-DOT Wins SKOCH Award 2025 for Innovative Cell Broadcast Solution

The Centre for Development of Telematics (C-DOT) has been awarded the prestigious SKOCH Award 2025 for its groundbreaking Cell Broadcast Solution (CBS). The award ceremony took place during the 104th SKOCH Summit, focusing on the theme of “Resourcing Viksit Bharat”. This accolade recognizes exceptional contributions from various sectors, including government and private institutions, aimed at enhancing governance and fostering development across India.

C-DOT’s Cell Broadcast Solution serves as a vital platform for disaster and emergency alerts, effectively linking key agencies such as the India Meteorological Department (IMD) for weather updates, the Central Water Commission (CWC) for flood warnings, and the Indian National Centre for Ocean Information Services (INCOIS) for tsunami alerts. The system also collaborates with the Defence Geo-informatics Research Establishment (DGRE) for landslide information and the Forest Survey of India (FSI) for forest fire alerts. By consolidating these efforts, CBS facilitates the timely dissemination of crucial information to mobile operators, State Disaster Management Authorities (SDMAs), and the National Disaster Management Authority (NDMA), ensuring that alerts are communicated quickly and efficiently.

This innovative, indigenous solution operates through a unified platform that delivers real-time, life-saving emergency messages to citizens in affected areas via cellular networks. Notably cost-effective and fully automated, the CBS provides geo-targeted, multi-hazard alerting with support for 21 languages, significantly enhancing disaster risk management and reduction efforts. Furthermore, this initiative aligns with the United Nations’ #EW4All initiative on Early Warnings for All and the International Telecommunication Union’s Common Alerting Protocol (CAP), bolstering India’s commitment to Sustainable Development Goals (SDGs) while improving the nation’s disaster resilience capabilities.

Dr. Rajkumar Upadhyay, CEO of C-DOT, expressed his pride in receiving the SKOCH Award 2025, describing it as a meaningful recognition of the organization’s commitment to using technology to serve all citizens, particularly those in remote and vulnerable regions. He highlighted how the Cell Broadcast Solution enhances public safety by allowing timely, geo-targeted information to reach communities during emergencies. This award further strengthens C-DOT’s resolve to build a resilient digital infrastructure focused on protecting lives and supporting disaster risk reduction efforts in alignment with the vision of an inclusive and secure information delivery system.

C-DOT, which operates under the Department of Telecommunications of the Government of India, has played a crucial role in developing indigenous telecommunication technologies. The center has been instrumental in supporting government initiatives like Digital India and Make in India, while actively researching advanced technologies such as 5G, 6G, Quantum Computing, Artificial Intelligence, and Cybersecurity.
