Labour Participation Rates Rise in December 2025
The latest figures from the Periodic Labour Force Survey (PLFS) indicate a positive trend in labour market participation across India for December 2025. The Labour Force Participation Rate (LFPR) for individuals aged 15 and above reached 56.1%, a notable increase from 55.8% in November 2025. This upward momentum reflects ongoing growth in workforce engagement, particularly among women and rural populations.
Female Participation Hits New High
In a significant development, female labour force participation climbed to its highest level for the year, rising to 35.3% from 35.1% in November. This increase was particularly prominent in rural areas, where female participation reached 40.1%, up from 39.7% the previous month. However, urban female participation experienced a slight decrease, dropping to 25.3% from 25.5%.
Worker Population Ratio Shows Steady Progress
The Worker Population Ratio (WPR) also demonstrated gradual improvement in December 2025. For rural males, the WPR increased to 76.0% from 75.4%, while urban males saw a decrease from 70.9% to 70.4%. Overall, the male WPR stood at 74.1%. Moreover, rural females experienced a marginal increase in WPR from 38.4% to 38.6%, leading to an overall female WPR of 33.6%, up from 33.4% in November.
Stable Unemployment Rates
The Unemployment Rate (UR) for individuals aged 15 and above remained stable at 4.8% in December, reflecting a slight increase from 4.7% in the previous month. Rural unemployment remained unchanged at 3.9%, while urban unemployment saw a minor rise to 6.7% from 6.5% in November. Among rural males, the UR was stable at 4.1%. Conversely, urban female unemployment decreased to 9.1%, down from 9.3%.
The comprehensive monthly survey, conducted by the National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI), covered a total of 373,990 individuals, with 213,216 surveyed in rural areas and 160,774 in urban settings. This survey’s methodology has been refined since January 2025 to provide more accurate and timely labour force indicators.
