Government Prioritizes Accessibility for Persons with Disabilities

In a spirited call for actionable change, Dr. Virendra Kumar, the Union Minister of Social Justice and Empowerment, emphasized the importance of ensuring that the guiding principles of Sabka Saath, Sabka Vikas, Sabka Vishwas are reflected in the lives of individuals with disabilities. This statement was made during the 8th Meeting of the Central Advisory Board (CAB) at the Dr. Ambedkar International Centre in New Delhi, as he expressed the government’s unwavering commitment to facilitating accessibility, inclusion, and empowerment within the community.

The minister highlighted the significance of timely services and a collaborative approach to transform ambitious legislation into real-world impacts. The meeting provided a platform for assessing the progress of the Rights of Persons with Disabilities (RPwD) Act of 2016 across various states and union territories. Dr. Kumar called for enhancing institutional frameworks, increasing the number of trained personnel, and enforcing rigorous monitoring processes to streamline service delivery.

Strengthening Services and Resources

One of the minister’s focal points included the urgent need for expediting the issuance of disability certification and Unique Disability Identification (UDID) cards. He proposed increasing the frequency of Disability Board meetings and expanding the network of hospitals certified to assist with these processes. Furthermore, engaging private specialists and bolstering public awareness about the UDID project were deemed essential for improving service efficiency.

In his remarks, Dr. Kumar pointed out significant developments, including the integration of UIDAI-UDID API, which has helped identify over 45,000 persons with disabilities in Tamil Nadu. This streamlined approach allows for better data management and accessibility within state resources. The minister also responded to calls for reintroducing incentives for private sector employers who hire individuals with disabilities, alongside a push for renewed outreach through the Accessible India Campaign.

Collaboration and Future Goals

Shri B. L. Verma, the Minister of State for Social Justice and Empowerment, welcomed the advisory board members and underscored the importance of the CAB in fostering coordinated efforts between state and central authorities. He reiterated the need for a smooth transition from policy formulation to effective execution on the ground, stressing quality service delivery and a focus on underserved regions. Strengthening initiatives under schemes aimed at assisting children with special needs also featured prominently in the discussions.

Smt. V. Vidyavathi, Secretary of the Department of Empowerment of Persons with Disabilities, remarked on the meeting’s focus on strategic challenges, including addressing bottlenecks in the UDID project, enhancing access to assistive devices, and leveraging technological advancements. This also included the expansion of the Pradhan Mantri Divya Shakti initiative to ensure inclusive education and rehabilitation solutions.
