US Actions Against Venezuela: Potential ‘Meaningful Impact’ on India, Cautions GTRI

India is poised to remain largely unaffected by the ongoing crisis in Venezuela, according to a recent report from the Global Trade Research Initiative (GTRI). The think tank noted that while India was once a significant importer of Venezuelan crude oil, trade between the two nations has diminished significantly in recent years. This decline is attributed to U.S. sanctions that have restricted Venezuela’s ability to engage in international trade, leading to a sharp drop in imports and exports between the two countries.

Declining Trade Relations

Historically, India had strong trade ties with Venezuela, particularly in the oil sector. In the 2000s and 2010s, Indian companies like ONGC Videsh invested in Venezuela’s Orinoco oil belt, importing substantial amounts of crude oil. However, since 2019, U.S. sanctions have compelled India to reduce its imports from Venezuela to avoid potential secondary sanctions. As a result, trade volumes have significantly decreased. In the fiscal year 2024-2025, India imported goods worth only $364.5 million from Venezuela, with crude oil accounting for $255.3 million. This represents an alarming 81.3% decline from the previous year’s $1.4 billion in imports.

Exports from India to Venezuela have also dwindled, totaling $95.3 million, primarily driven by pharmaceutical goods valued at $41.4 million. The GTRI emphasized that the current low trade volumes, combined with existing sanctions and geographical distance, mean that developments in Venezuela are unlikely to impact India’s economy or energy security significantly.

Geopolitical Context

The GTRI’s assessment comes in the wake of a significant military operation by U.S. forces in Venezuela, which resulted in the capture of President Nicolas Maduro and his wife. They are facing serious charges, including allegations of narco-terrorism and drug trafficking. The operation highlights the strategic importance of Venezuela’s oil reserves, which account for approximately 18% of the world’s proven oil reserves—more than those of Saudi Arabia, Russia, or the United States.

The U.S. has been actively pursuing trade agreements with various partners, including the European Union, Japan, South Korea, and the United Kingdom, to secure commitments for purchasing U.S. petroleum products and liquefied natural gas (LNG). However, the GTRI pointed out that the U.S. lacks sufficient crude oil and refining capacity, making access to Venezuelan oil a critical objective for U.S. energy policy.

Looking ahead, the GTRI cautioned that global competition for raw materials and energy resources is expected to intensify. It urged India to adopt a cautious approach in securing its strategic autonomy while ensuring access to essential resources and energy. The think tank emphasized the importance of navigating geopolitical pressures carefully, particularly in light of the shifting dynamics in global energy markets.

As the situation in Venezuela evolves, India must remain vigilant and proactive in its energy strategy. The GTRI’s insights serve as a reminder of the complexities involved in international trade and energy security, particularly in regions experiencing political instability. By focusing on diversifying its energy sources and maintaining strategic partnerships, India can better position itself in an increasingly competitive global landscape.
