Empowering Tribal Rights: Digital Innovation Takes Center Stage
The Ministry of Tribal Affairs (MoTA) is taking a significant step towards enhancing the implementation of the Forest Rights Act (FRA), 2006, by embarking on a groundbreaking initiative to develop an integrated digital platform. This initiative aims to bolster efficacy in monitoring and managing forest rights for tribal communities across India.
Smart India Hackathon Fosters Student Innovation
As part of this ambitious plan, the Ministry of Education’s Innovation Cell has officially launched the 8th edition of the Smart India Hackathon (SIH) 2025. This national initiative aims to tap into student creativity to develop technology-driven solutions for complex governance issues. Specifically, MoTA has introduced a challenge under the Software category for participants to create an AI-powered FRA Atlas and a WebGIS-based Decision Support System (DSS). This system will facilitate integrated monitoring of Individual Forest Rights (IFR), Community Rights (CR), and Community Forest Resource (CFR) rights, resonating with the Ministry’s focus on digitization and geotagging of FRA records.
On January 2, 2026, a pivotal meeting was held at the Collector Office in Nashik, joining forces with officials from MoTA, representatives from the Maharashtra State Tribal Development Department, and student teams from Pune, Kurnool, and Indore participating in SIH. During this gathering, the Maharashtra FRA Portal was showcased, providing insights into its architecture, practical applications in FRA monitoring, and successful models from the state, including inspiring stories from recognized pattaholders.
Field Visits to Enhance Insights
To deepen their understanding, the student teams are scheduled for a two-day field visit to select villages in Nashik where the FRA is actively implemented. This hands-on experience will allow them to engage directly with members of the Gram Sabha and local officials, gathering invaluable data and insights into real-world challenges and workflows. These findings will be crucial in refining the proposed AI-enabled FRA Atlas and WebGIS-based DSS.
Following the field visits, the student teams will proceed to New Delhi for a two-day Hackathon at the National Tribal Research Institute (NTRI), where they will finalize the functional design and features of the FRA web portal under the guidance of MoTA officials. This engagement underscores MoTA’s commitment to transforming policy into practical solutions that reflect ground realities.
