2025 Governance Reforms Enhance Citizen Experience and Employee Welfare
In a significant year marked by governance innovations, Union Minister of State for Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, announced that 2025 was dedicated to reforms that elevate the ease of living for citizens and foster a more supportive environment for government employees. During a recent year-end press conference, the Minister detailed achievements from the Ministry of Personnel, Public Grievances and Pensions, highlighting accomplishments from its various departments.
Dr. Singh emphasized that the year’s reforms adhered to the principle of ‘minimum government, maximum governance.’ The focus was on streamlining processes, reducing backlog, and leveraging technology to enhance responsiveness and citizen engagement. The Minister pointed out that the governance outcomes of 2025 showcased an evolved reform process that successfully integrated digital tools, innovative institutions, and human-centric approaches.
Expanding Educational Opportunities
A core component of these governance reforms is capacity building. The ongoing Mission Karmayogi initiative made significant progress, with the iGOT-Karmayogi platform registering over 1.45 crore government employees. The platform now offers 4,155 e-learning courses in 23 languages, supported by 28 States and Union Territories. New features—including an iGOT Marketplace and specialized programs in fields like artificial intelligence and cybersecurity—have been introduced, alongside AI-driven tools to enhance role-specific training.
Grievance Redressal Improvements
Dr. Singh addressed the importance of transparency and citizen-focused initiatives from the Department of Personnel and Training (DoPT). The online Right to Information (RTI) portal expanded to include 2,899 public authorities, ensuring better security and service-related grievance redressal. The Central Administrative Tribunal achieved an impressive 92.94 percent disposal rate for cases by September 2025, aided by a digital case management system and improved regional outreach.
Promoting Clean Governance and Welfare
On the grievance redressal front, the Minister noted that the Centralised Public Grievance Redress and Monitoring System efficiently handled over 20 lakh public grievances in 2025, with an average resolution timeframe of just 15 days across various ministries. Additionally, the introduction of the Good Governance Week and the ‘Prashasan Gaon Ki Ore’ campaign further engaged citizens, bringing administrative processes closer to their communities.
Moreover, the Special Campaign 5.0 launched across 84 ministries aimed at enhancing cleanliness and reducing backlog in government offices. This campaign covered over 11.6 lakh cleanliness sites, resulting in the disposal of 29.52 lakh files and the reclaiming of immense office space.
Advancements in Pension Services
Focusing on pensioner welfare, Dr. Singh spoke about the success of the Digital Life Certificate Campaign 4.0—the largest of its kind—generating 1.68 crore digital certificates through advanced authentication technology. The digitization of pension processing continued to flourish with the Bhavishya platform, achieving unprecedented levels of grievance resolution for pensioners.
Rachna Shah, Secretary of DoPT, DARPG, and DoPPW, outlined the ministry’s commitment to transparency, efficiency, and citizen-centric reforms during the briefing. She reaffirmed that the initiatives undertaken are designed to create a responsive and future-ready governance system aligned with the vision of ‘Viksit Bharat.’
