India Launches Innovative Tool to Assess Water Supply Services

In a pivotal advancement for rural water management, the Department of Drinking Water & Sanitation (DDWS) under the Ministry of Jal Shakti has introduced **Jal Seva Aankalan**, a digital assessment tool led by Gram Panchayats. Launched on the Jal Jeevan Mission (JJM) portal, this initiative aims to enhance service delivery and community ownership, marking a shift towards sustained management of drinking water supply.

The launch event saw the participation of Shri C. R. Patil, Hon’ble Union Minister of Jal Shakti, alongside other esteemed officials including the Minister of State for Jal Shakti and approximately 10,000 representatives from various states. This significant gathering underscored the commitment to ensuring reliable drinking water services in villages that have attained Har Ghar Jal status.

Empowering Local Communities

The newly introduced tool emphasizes the role of Gram Panchayats as central figures in evaluating the consistency, quality, and sustainability of drinking water provided to households. By fostering community ownership, Jal Seva Aankalan allows villagers to actively participate in assessing their water service delivery rather than depending on rare external evaluations.

During his address, Minister Patil highlighted that the Jal Jeevan Mission is more than just asset creation; it is crucial for delivering dependable water services to every rural household. He reiterated the importance of *Jan Bhagidari*—community participation—as a critical pillar for sustaining the accomplishments of Har Ghar Jal initiatives.

Direct Engagement with Villagers

A notable feature of the launch was an interactive session where Panchayat representatives from diverse regions shared their water management experiences. They discussed strategies for maintaining regular water supply, monitoring quality, and ensuring the successful operation of their systems.

Shri Ashok K. K. Meena, Secretary of DDWS, clarified that Jal Seva Aankalan functions as a structured, community-driven self-review process, not as an external audit. He explained that communities will now play a significant role in evaluating how effectively their water supply systems operate.

Self-Assessment for Sustainable Solutions

Shri Kamal Kishore Soan, Additional Secretary & Mission Director of National Jal Jeevan Mission, emphasized the necessity for Gram Panchayats to accurately document their assessments, as this data will be publicly available. He noted that district-level support in planning and training is vital for empowering local governance.

The process of assessment includes structured discussions involving various stakeholders such as the Village Water & Sanitation Committee members and users, ensuring inclusivity, especially of women and vulnerable groups. After thorough deliberations, the findings will be presented to the Gram Sabha for approval and subsequently uploaded to the JJM Panchayat Dashboard.

A Vision for the Future

Jal Seva Aankalan anticipates several outcomes that focus on enhancing community stewardship of rural water systems. It aims to anchor service assessments within community discussions, improve operational transparency, and support informed planning at both district and state levels. All Gram Panchayats that have achieved Har Ghar Jal status are expected to complete their assessments by January 26, 2026, reinforcing the integral role of communities in managing their water resources effectively.
