Rural Development Minister Enhances Employment Support with Budget Boost
In a significant move for rural job assistants, Union Minister for Rural Development, Shri Shivraj Singh Chouhan, met with Rozgar Sahayaks in Bhopal on Monday to express gratitude for a crucial budget increase. The administrative expenditure for employment assistants has risen from 6% to 9%, aimed at addressing concerns over delayed salary payments and ensuring financial stability for those working at the grassroots level.
During the meeting, Minister Chouhan emphasized the importance of timely salary disbursement for employment assistants, panchayat secretaries, and technical staff. With the proposed budget of ₹1,51,282 crore, over ₹13,000 crore will now be allocated specifically for staff salaries and administrative necessities. Chouhan assured that strict monitoring measures will be in place to eliminate wasteful spending on non-essential items such as vehicles, prioritizing salary payments above other expenditures.
Improved Employment Guarantees and Infrastructure Development
Shri Chouhan announced an enhancement in job guarantees under the ‘Viksit Bharat Rozgar Yojana’, extending the employment assurance from 100 to 125 days. This new framework aims to bolster job security for rural workers and address the seasonal labor shortages faced by farmers. Additionally, the government will empower state authorities to initiate temporary agricultural employment notifications during critical sowing and harvesting periods, ensuring farmers have the labor they need.
The Minister also discussed reforms to make the VB-G RAM G scheme more effective, highlighting how it has evolved from a proposed bill to a fully fledged Act following the President’s assent. He acknowledged that misinformation regarding the scheme is spreading and stressed the necessity of accurate communication to reach every village, assuring employment assistants that their feedback will result in continued improvements.
Four-Point Framework for Rural Development
Under the new scheme, there will be four primary categories of work aimed at rural development. First, initiatives focused on water conservation, including the construction of check dams and ponds, will be prioritized. Second, essential infrastructure projects like schools, health centers, roads, and drains will be developed to improve the rural landscape.
Thirdly, initiatives aimed at enhancing livelihoods and expanding employment opportunities will be implemented. Finally, projects focusing on disaster protection, such as constructing retaining walls and drainage systems, will help communities safeguard against natural calamities.
Chouhan reiterated that Prime Minister Narendra Modi’s vision is centered on ensuring visible development at the ground level. Plans under the Viksit Gram Panchayat Yojana will be developed collaboratively, enabling each village to actively decide its developmental priorities.
