National Workshop Aims to Enhance Quality in Digital Learning

Today in New Delhi, the Capacity Building Commission (CBC) hosted a National Consultative Workshop focused on establishing a Quality Framework for iGOT Courses. This significant gathering connected various stakeholders within the learning ecosystem, all dedicated to enhancing quality assurance mechanisms in digital education as part of Mission Karmayogi.

The primary goal of the workshop was to cultivate a mutual understanding of what defines quality in digital learning for government officials. Participants collaborated on creating a robust Quality Assurance Framework (QAF) for courses available on the iGOT Karmayogi platform.

During her opening remarks, Smt. S. Radha Chauhan, Chairperson of the CBC, emphasized the necessity of a strong quality framework in shaping competent, adaptable, and future-ready civil servants. She pointed out that the vast scale and diversity of learners present unique challenges, urging all stakeholders to engage in collaborative efforts. This cooperation is essential to crafting a unified mission for improving the quality of iGOT courses.

Since its inception in 2022, the iGOT Karmayogi Bharat platform has evolved into India’s largest government-driven digital learning initiative, boasting over 3,900 courses aimed at enhancing Behavioural, Domain, and Functional competencies. With millions of civil servants benefiting from this platform, a key priority is now to ensure the content remains consistent, relevant, engaging, and applicable in real-world scenarios.

The workshop served as a valuable forum for various entities—including Training Institutions, Ministries, Knowledge Partners, and Subject Matter Experts—to examine current quality frameworks and to propose practical enhancements. Smt. Uma S., Advisor for Learning Products and Quality Assessment at CBC, opened the session by advocating for a shift from checklist compliance to a model of ‘quality by design’ that seamlessly integrates learning outcomes, competencies, and real-world role needs into course design.

In her presentation, Smt. Chhavi Bhardwaj, CEO of Karmayogi Bharat, outlined the course content and its challenges while stressing the need for alignment with the Karmayogi Competency Model (KCM) to address the diverse needs of users across various services.

Participants engaged in expert-led sessions on themes such as quality by design and competency-linked learning impact, contributing to structured discussions aimed at identifying gaps and developing quality indicators for governance. The insights gained are anticipated to refine the Karmayogi Quality Framework and foster a learner-centric digital learning environment for civil servants across the nation.

Concluding the event, Shri Adil Zainulbhai, Former Chairperson of the CBC, reinforced the importance of continuous institutional collaboration to maintain a dynamic quality assurance process. He also provided insights on improving the Quality Framework for course development.

Shri Shyama Prasad Roy, Secretary of the CBC, announced the establishment of four working groups dedicated to the Karmayogi Quality Framework: Content Quality Framework (CQF), Standard Operating Procedure (SOP) for Content Onboarding, Dynamic Health Checks for Content, and Concurrent Content Audits.

This National Consultative Workshop marked a pivotal advancement in fortifying the digital capacity-building efforts under Mission Karmayogi, demonstrating India’s commitment to good governance, institutional excellence, and citizen-focused service delivery.
