MDoNER Enhances Project Monitoring Systems Across North East India

The Ministry of Development of North Eastern Region (MDoNER) is making strides to bolster project monitoring across the eight states of the North East. In recent developments, the ministry has established Field Level Technical Support Units (FTSUs) in these states. These units are responsible for maintaining active communication with project implementing agencies and for regularly updating the PM Gati Shakti Portal with essential project data.
To further fortify this monitoring system, MDoNER has introduced Project Quality Monitors (PQMs) and Third Party Technical Inspection Agencies (TPTIAs). These initiatives aim to ensure that projects are inspected and reviewed rigorously. MDoNER officials and the North Eastern Council (NEC) conduct periodic inspections. Notably, a total of 599 projects were inspected during the financial year 2024-25, with an additional 198 projects undergoing inspection until December 12, 2025.
Real-Time Monitoring Innovations
In its commitment to enhancing oversight, MDoNER has incorporated various reforms designed to achieve real-time project monitoring. A significant aspect of this reform is the operationalization of the Poorvottar Vikas Setu (PVS) portal. This platform facilitates the submission and tracking of new project proposals, which are then forwarded to relevant Line Ministries and NITI Aayog for feedback and support. Additionally, inspection reports are now submitted via the PVS portal, fostering transparency and enabling real-time tracking of ongoing projects.
Proactive State Engagement
MDoNER holds regular review meetings with the state governments in the region to accelerate project execution, particularly focusing on older, delayed projects. To address projects that have faced significant delays or have been stalled, the ministry has implemented foreclosure measures. These projects may be foreclosed on an ‘as is where is’ basis or a ‘full refund’ basis, depending on consultations with the respective states. As of December 12, 2025, a total of 48 projects have been foreclosed, with 17 following the ‘as is where is’ approach and 31 on a ‘full refund’ basis.
