India’s Parliament Goes Paperless with Digital Innovations
The Ministry of Parliamentary Affairs has successfully transitioned into a fully paperless operation by adopting seven essential digital platforms. This transformation includes the use of e-Office for file movements and approvals, e-HRMS for handling human resources, and the National e-Vidhan Application (NeVA) to streamline legislative processes in States and Union Territories. These advancements have not only modernized administrative functions but also promoted greater transparency and efficiency.
Among the key tools implemented are the Consultative Committee Management System, which ensures effective management of committee meetings, and the Claims and Inventory Management System that enhances procurement visibility and asset tracking. The Online Assurance Monitoring System (OAMS) allows real-time monitoring of parliamentary assurances, showcasing the Ministry’s commitment to effective governance.
Achievements Under Special Campaign 5.0
The Ministry’s efforts culminated in a remarkable achievement during Special Campaign 5.0, held from October 2 to October 31, 2025, where it recorded zero pending references and completely eliminated paper usage. This accomplishment came from clearing all outstanding files, promoting cleanliness, and encouraging effective waste segregation. The campaign highlighted the National e-Vidhan Application as a model for green governance, emphasizing its potential to save an enormous number of trees by reducing paper consumption.
All Ministry personnel participated in the Swacchta pledge, aligning with the broader goals of the Swachh Bharat Mission, which aims to minimize paper usage in all State and UT Legislatures through full adoption of NeVA and the digitization of historical records.
Future Digital Roadmap
The Ministry has also laid out an ambitious plan for the future, intending to enhance the National e-Vidhan Application (NeVA) by infusing it with artificial intelligence capabilities. This upgrade will feature multilingual machine translation processes, enabling users to interact with content in their preferred regional languages. Additionally, enhancements such as AI-driven live transcription, generation of House proceedings, searchable archives, and smart multilingual chatbots are set to be introduced. These innovations are aimed at significantly reducing reliance on printed materials and ensuring inclusivity for all linguistic backgrounds.
